They mean let them win some small battles and get a good start instead of just immediately shutting down everyone who tries something different.

I've always had a respect for people who play villains and stay in the role for the RP. Reason being I've tried to play villains in the past and the style and RP just isn't for me.

Plus, I suck at it.

Remember, the "good guys" determine who the "villains" are.
On another server there was a case where a group was told that evil men (citizens and guards) were after their goddess.
Soooo the good people attacked the good guys.

Once it worked, two times I immediately got KOS'd by about 20 or so guards...

Great fun, spending 99% of your time in jails on your main...
