Azerwind Laws and regulations (Completely ICly written)

As Written in the official tome of law.

The following laws are to be followed at all times once one steps foot upon Azerwind lands.
As per Azerwind custom, the ones bearing the Noble name of Azerwind shall be above the law.

The laws state that all added laws are subject to removal and change by will of the council of seven.
The seven consist of:
-A seat for the noble leaders of house Azerwind, as per will of honour.
-A seat for the financial advisor of House Azerwind, as per will of fortunate coin.
-A seat for the Captain of order of guard to House Azerwind, As per will of safety.
-A seat for the overseer of construction and agriculture, As per will of chance.
-Three circulating seats, chosen from the people of Azerwind lands attending each meeting of council. These people shall be chosen at the start of each meeting through a game of chance. Otherwise known as Heads or Tails with a holy coin of Jax.

Any of the seats can be emptied during a meeting if a majority of three fourth of the other seats vote this to be so.

Laws of the first tier: Ground laws.

If Laws of this tier are broken, the offender will be sent to Trial

I, Regarding Nobles of House Azerwind:
1. Nobles of house Azerwind are above and exempt from following any of the following laws.
1.1 Might a noble of House Azerwind be considered guilty of a crime of the first two tiers of Azerwind Laws they shall be put on a private trial with only other nobles of Azerwind around.
1.2 While this trial is in waiting and/or if the Noble of house Azerwind is found guilty of their crimes they shall be removed from attending council in the shared seat of Azerwind.

2. Only Nobles of House Azerwind can make changes in the ink of the tome of law.

3. If a law is to be brought up which affects the Nobles of Azerwind directly, all other seats become exempt from voting on this particular Law.

II Regarding the council.
1. The council shall never exceed a total of seven filled seats.
1.1 less than seven filled seats however, is no issue.

2. The nobles of House Azerwind shall decide who is to be sat upon the following seats:
-The Seat of Finance
-The Seat of Security
-The Seat of Construction and Agriculture.
2.1 The holy coin of Jax shall only be tossed by a noble of Azerwind.
2.2 A noble of Azerwind always has to attend council for it to be considered official.

3. The Seat of the Nobles of Azerwind is a shared seat and can be filled with multiple nobles at once however they can together only bring out a singular vote upon a matter.

4. The ones upon the seats which are chosen by chance have to fulfill the following requirements:
- They have to officially life upon Azerwind lands.

- They cannot have broken any law of the first two tiers, Ground Laws and Core laws respectively.
- They have seen at least thirteen winters.
- They have to enknowledge Jax as a god, No heretics shall be allowed upon the council of Azerwind.

5. If a official council meeting is to be had, a notice shall be put up at least a week before the actual meeting (24 Hours of notice).

III. Regarding Treason
1. Treason against Azerwind is the highest crime one can commit and the offender will be sent to trial no matter what the circumstance might be.
1.1 Treason includes. (While still a part of House Azerwind, and upon Azerwind grounds in some cases)
- Repetitive insulting of nobility.
- Committing Adultery with a married nobleman or woman.
- Spying for other states upon Azerwind.
- Assault, Murder or causing any form of harm upon Nobility.
- Attempts to overthrow the Azerwind through coup or other means.
- Spreading lies about Azerwind to other States.

IV. Regarding War.

1. War can only be declared through council so no rash decisions can be made.

2. If War is declared upon house Azerwind, the council must come together as soon as possible.

3. In times of war, the Seat of Security will take up the position of General to the armies of Azerwind.

4. In times of war, all taxes and fines shall no longer excist for the people who pick up arms against the enemy.

5. In times of war a guard of Azerwind cannot resign from duty or else it shall be classed as treason.

6. In times of war, battle and siege must be attempted to be prevented, Victory must be flawless and without death of peasantry.

7. In times of war, each and every person within the lands of Azerwind is welcome to go to the safest haven of the lands, wherever they consider that to be.

8. Once a call to arms is uttered by any of the Vassals or the House of Azerwind, Each and every able body is expected to show up to such.

V. Regarding Rights of Vassals.
1. Noble lords or ladies of Azerwind's Vassals have the right to request Council.
1.1 Azerwind's Vassals too can choose to take up a seat of the peasantry or share the seat of Azerwind if they are of nobility.
1.1.1 If A noble lord or lady of a Vassal of Azerwind chooses to take up a seat of the peasantry, they are not exempt from the will of Jax and the flipping of coin.

2. Vassals have the right to raise their own guard and militia.

3. Vassals have the right to uphold their own laws within their own lands, however are not exempt from following Azerwind's Ground Laws and are expected to follow Azerwind's complete Lawsystem upon setting foot within Mockinbay.

4. Vassals have the right to their own traditions.

5. Vassals have the right to, if no loans remain open with the Azerbank, Become independant through council.
5.1 No vote is to be had if a Vassal decides to become independant, they simply have the right to split off.

I. Regarding Trials.
1. A trial must always be attended by a noble of Azerwind.
1.1 A trial must always be attended by the victim (if still alive)
1.2 A trial must always be attended by the offender.
1.3 If witnesses are available, they too must attend the trial.

2. A trial can be held anywhere within Azerwind lands as long as the aforementioned members are on site.

3. The following punishments can be decided upon in Trial.
- Imprisonment after which Forced labour is Required.
- Light mutilation; Removal of ears, hands or tongue depending on the case. Sight however, must never be taken from a offender.
- Forced labour.
- A Fine.
- Repentance to the gods through prayer in chains.
- Branding of body.
- Public Shaming.
- Freedom.

3.1 The following however, can never be decided upon in Trial.
- Execution
- Torture
- Removal of Sight.


Laws of the Second tier: Core laws

If Laws of this tier are broken, depending on the case, the offender will be sent to Trial, otherwise a large fine is asked.

I. Regarding Murder

1. Murder is prohibited in all cases, including execution.
1.1 Murder of nobility and Peasantry shall be treated the same.

2. Murder in proven self defence might result in a fine instead of trial.
2.1 Murder without proven self defence will result in Trial.
2.2 Plotted murder will also result in Trial.

II. Regarding Assault and Violence

1. Assault is not prohibited if the person committing the act is part of the guard and on duty.
1.1 Within controlled events such as: "Spars and planned "Tavern Brawls" this too, isn't prohibited.
1.1.1 Both of these events need to be watched by at least one noble of Azerwind or a guard on duty.

2. Assault of nobility will be considered a greater crime than assault of peasantry.
2.1 Assault of nobility of any sort will result in Trial.
2.2 Assault of peasantry can also be bought off by fine.

III. Regarding Arson.

1. Arson is prohibited under all circumstances.
1.1 Arson with no major damage or injury will result in a fine of double the cost of the lost items.
1.2. Arson with major damage or injury will result in trial and aforementioned fine.
1.3. If arson results in the death of anyone, murder laws apply.

The following isn't considered arson.
- Lighting emergancy beacons.
- Lighting street lights.
- Lighting Lighthouses.
- Lighting Torches or lanterns.

Laws of the third tier: Secondary laws

If Laws of this tier are repeatedly broken, the offender will be sent to Trial. However, in most cases the offender can simply pay a fine between 2000 and 5000 Radiants depending on the case. Permits too, may be bought to be exempt of following the law they are bought for.

IV. Regarding Plotting and Public Unrest.

V. Regarding Damage of property.

VI. Regarding Adultery.

VII. Regarding Mercenaries and hired arms.

Laws of the fourth tier: Specific laws and Guidelines.

I. Regarding Public nudity.
Public nudity is not allowed unless for Religious reasoning.
If one lacks clothing they are to be given rags to cover their private parts.


If Laws of this tier are broken, The offender can simply pay a fine between 1000 and 1500 Radiants depending on the case. Permits too, may be bought to be exempt of following the law they are bought for.
