The quickest, easiest way to describe the assembly would probably be that they are a politico-mercantile union of likewise-minded sovereign Nations, at first water-bound, who seek to trade, expand and prosper using the strength of the Seas as their jack of all trades.

The Agreement of the Assembly;

1. Member states of the Ocean Assembly must upheld sufficient civil rights. (AKA have a civil rights level of at least 40).

2. Member states of the Ocean Assembly must have a significant military.

3. Member states of the Ocean Assembly must be coastal nations.

4.Member nations may authorize the Assembly to build military bases for protection if they wish for it.
5. The Ocean Assembly's decisions as a whole must have the backing of every nation in it whether it agreed with the decision or not in order to maximize the total economic, political, and military power.

6. All proposals made by the Assembly must have a successful vote of two thirds (2/3) in order to pass. Exact ties will lead to the proposal being declined.

7. The three founder nations can each veto any proposal, but their veto can be overridden if the other two founders both counter-veto.

8. Admission to the Ocean Assembly is determined by a two thirds (2/3) vote.

9. The Ocean Assembly shall as one entity place tariffs on international trade in order to steer nations into trading through Assembly-owned lanes rather than other nations, in order to maximize the leverage each coastal nation has over trade, and increase the wealth of the Assembly as a whole.

10. Member states of the Ocean Assembly must possess, present and support capitalistic economic values and a sufficient GDP/production base value. (AKA have an economy at at least 70).

The Founder Council

The Ocean Assembly is maintained and founded by a partnership of the three water-bound nations of Binaris (Binaris is /almost/ water-bound... ), Kogata and Kronea. These Founder Nations are also the main contributors (until proven otherwise), and have established the first International Assembly Trading Lines and Routes between their Nations.

1. Member states of the Ocean Assembly must upheld sufficient civil rights. (AKA have a civil rights level of at least 40).

And if they're fullfilled, then
8. Admission to the Ocean Assembly is determined by a two thirds (2/3) vote.

Since there's currently three main members in the Assembly, you'd need to RP contact at least two of those, and then they will convene and, if all requisites are made, summarily review the case and then welcome the Constitutional Monarchy of Zanala as a full-fledged member.
