The Rogue Nation of Sammaru is a fledgling, safe nation, remarkable for its compulsory military service, complete lack of prisons, and devotion to social welfare. The quiet, industrious population of 6 million Sammaria enjoy extensive civil freedoms, particularly in social issues, while business tends to be more regulated.

The medium-sized, liberal government prioritizes Welfare, although Education, Defense, and Spirituality are also considered important. The average income tax rate is 36.9%, but much higher for the wealthy.

The weak Sammari economy, worth 168 billion Dineris a year, is broadly diversified and led by the Pizza Delivery industry, with major contributions from Arms Manufacturing, Automobile Manufacturing, and Retail. Black market activity is notable. State-owned companies are common. Average income is 28,115 Dineris, and evenly distributed, with the richest citizens earning only 2.2 times as much as the poorest.

Crime, especially youth-related, is totally unknown. Sammaru's national animal is the Rat, which can occasionally be seen sifting through garbage in the nation's cities.


Military: nothing formal, but there are some millions of chaotic gang men with guns willing to fight with dirty tactics, and they have quite a deal of tanks in various states of well-being ready for use.

Economy: Developing
run primarily by private enterprise, as it's a free market economy: a highly free-market economy. the "government" is also keen to participate in economics. Citizens are encouraged to purchase goods from the gangs and donate to the cause. in return, the gangs can fund for their own wealth, but also must give back to the community with multiple projects. this is the nation's substitute for taxes.

Governmental Structure: None. the closest equivalent is the rule of the street gangs, which tend towards "owning territory," and thus working on the infrastructure.

History:
the many tribes of the region were subjugated long ago by the Saeguerra Empire, which was generally too authoritarian. their biggest mistake was their racial policy, placing the 30 or so ethnic groups into dirty slums, then making it so upward mobility from those slums was nigh-impossible. predictably, the downtrodden peoples, desperate to improve their standing, would turn to crime and smuggling, often violent crime. when police forces would inevitably come in to uphold the law and keep the peace, altercations would turn violent. oftentimes, said police found it much easier to racially profile miscreants rather than waste time worrying if someone was suspicious or not. very quickly, there came to be a great distrust of the police force, which was soon perceived as a tool of oppression. criminals became organized, forming gangs with the intention of forming solidarity between groups and to better help fellow blood brothers escape enforcers. while some groups were concerned only with money by any means necessary, there came to be many groups that were more socially aware, and realized the need for community outreach, to be a force of justice, real justice. many of these gangs fought each other violently, forming many turf wars. this strife would reach a head when the 45ers, a gang of petty thieves, were rooted out, arrested, and executed publicly by firing squad.
a group of the five largest gangs, realizing these turf wars were merely distracting from the real enemy. they arranged a meeting, with the leaders of each chapter of these five groups. upon that meeting, they made an agreement, forming a system mutually beneficial for all outlaw organizations that adopted it. this system was formally written, and called the "Ley das Ruas." as other gangs began to adopt the Ley das Ruas, this unification would begin to make them a more powerful, more dangerous force. this came about during a time of great protest, when the government was particularly corrupt and the people didn't like it. while the Ley das Ruas stoked the flames of revolution, a poorly-timed budgeting decision placed severe cuts on the police and military departments.
the capitol burned down from the flames of molotovs, and the government was swiftly deposed in bloody civil war. the victorious criminal outlaws thusly became the law.

(WIP, it will be updated with further legislation of the country and when I think up more things that are kind of important to add. also when i figure out how to do the slang. I'm not doing slang right now because I'm a formality-loving little arse)

Preamble:
To those who live outside the law,

we write this verse to the aims of ascending beyond our meager destinies, to a short death in a pointless battle over territory that does not belong to either side, a brutal death in punishment for meager crime, or to a slow death rotting in a prison cell. As citizens of this corrupt land, as the poor and downtrodden, as those who have abandoned god, it is our responsibility to reclaim our humanity, to strive towards a better day, to destroy the true enemies of our people: the state itself.

to this, we must set forth with this document a new day, one where rather than killing each other, we amass our forces to stay alive, where we unite, and form a new nation in the dirty slums, a new law more fitting to our kind. this is that law: the Law of the Streets.

Amendment: as the Imperium falls, and Kado-Kintu Sammaru rises from the ashes, the Law of the Streets will still reign, now as the sole law of the nation. all remains the same, except for these amendments, agreed-upon beforehand in order to adapt this document into something capable of ruling a nation.

--> The Designation of the Enemy

to place it simply, the enemy is not your brother, not your neighbor, nor your co-worker, nor the rival gang, nor any man, woman, or child in this world.
the enemy is The System. it is the system that creates flawed laws that men must follow, that creates the drive to earn money, creates the devil of consumerism, and the demon of authority. those thrust into authority, and use their position to murder, steal, or oppress, are not to blame, just as the criminals are not to blame for the situations that placed them there. no, The System is to blame for all of this.

now, there's no point to vengeance or anger about all this, as the architects of this grand system are long-dead, and their descendants simply sheep who are more deserving of pity than rage. thus, to avenge the fallen, to seek revenge for the bad hand been dealt you, it is more productive to use one's energies towards dismantling and burning down The System.

your target is government, not politicians. your enemy is the law, not police. remember this, and be sure the destruction you bring is destruction upon The System, and not the life of an innocent.

--> To the Aims of Positive Crime

to dismantle the system, thusly, our operations must change.
first, abandon all shame. we are criminals. what we do is against the law. there is no shame in this, for as the law is evil, those who oppose it are good. but be sure to remember, that in your opposition of the law, you must never stoop to the level of it's evil. do not take measures to harm your own home and make it unsafe:

- do not sell addictive narcotics to users within your own territory. sell them to those who will sell it elsewhere, to the perpetuators of The System, rather than to its victims.
- do not kill someone who lives in your community, or who swears upon the Law of the Streets
- do not steal from your own community, or from whoever swears upon the Law of the Streets
- minors should not be made to put themselves in danger
- do not destroy another's freedom to seek your own
- don't be stingy with your cash. give back to the community by donating to charity.

- whoever breaches the Law of the Streets will be granted mercy only in repentance, or upon showing proof that the Law of Streets was unjust.

to the aim of unity, and to the end of turf wars, we recognize that sometimes, the guy next door is a bloody prick. because of this, there must be a way towards orderly discord, peaceful violence, a way to fight while staying united. this contradiction, we will call Violent Law, or Pogleya. (Translator's Note: "Pogleya" is a corrupted portmanteau of the Eono word poglyeog, which means "violence," and the Lingui word lei, which means "law")

to the aims of Pogleya, we make a collection of proposals:

The Pogleya Rumble

to prevent wars for domination of the streets, we replace it with a tournament, for sport and for shows of power and skill. at the Pogleya Rumble, each organization sends a single member to serve as champion, to bring glory to his brothers and sisters. champion will fight champion, in battles of strength, skill, wit, whichever terms are decided upon. here, territory can be bet on the winning champion, turf disputes are settled, pride is either bolstered or laid low. once the games are done, both parties move on. the Rumble will be held once every passing season, on the first Saturday of January, April, July, and October.

The Pogleya Court

to prevent issues of confusion, miscommunication, or a breach of the Law of the Streets, the Pogleya Court will be convened. on this court, an uninterested and neutral party will serve as judge, the masses serve as jury, and there is no defendant or prosecutor. each side will make their case, and by the will of both jury and judge, a resolution is decided, and nobody bloody complains about it, nobody riots.

The Pogleya Council

For disputes grander than the Court of Tournament, for the decisions of every jurisdiction of the Law of the Streets, the Pogleya Council will be convened. Upon any neutral ground, we gather the leaders of the Five Gangs, and all who are concerned and interested. the proposal is made, the debate is held, until the time comes for resolution. the neutral ground is split in two. those who agree with the proposal will walk to the east, those who disagree, to the west.

Correneas - god of the sun, healing, music, poetry, prophecy, truth. some go so far as to call him the god of utopia. he is depicted as a pillar of light, bearing the all-seeing eye.

Incandur - a god of music, fertility, mischief. often depicted with a flute. the reasons for his continued worship are obvious.

Rirgwe - goddess of doors and gates, and with it beginnings and ends. she is sometimes worshipped as a god of binary, and with that, computers.

Caluti - a deity with equal aspects of squid, reptile, and man, associated with the abyss. It is relegated to a sort of satanic role, visiting mortals in dreams in order to corrupt their souls and twist their minds to madness.

Death Gods:

While each of these gods originated from a separate tradition and faith, the inherent discord of the nation saw them reaching much more prominence in worship, and thus, the Faith of the Old Ones places each of them as vital instruments in the order of the universe. Despite their morbid aspect, these gods are usually not to be feared, and are often prayed to in order to ward off death, or to grant a peaceful death.

Santa Muerte - one of the few death gods who saw her place as an (unofficial) catholic saint, Santa Muerte is prayed to for protection and sanctuary, especially in illegal activities (this is actually a real thing, I am not making it up)

Malakhi - the Angel of Death. He is said to come for the souls of the innocent and suffering, and it is said that a death blessed by him holds no pain. He is the god of euthanasia.

Salaroth - He is a mere harvester of souls, but is often regarded with fear nonetheless, as there is nothing that can stop him. he is death by old age and unfortunate accidents.

Narim - A lesser lady, of flowers, spring, love, fate, and death. She is depicted in a much more human form than most of the old ones, that being a human woman with the wings of a bat. she is death by disease.

Lilliyh - a goddess of death and temptation, evil, said to steal the breath of infants. many people consider her the darker side of Narim, and thus shares many of her associations.

Rathaera - Perhaps one of the only death gods linked to a specific afterlife, she has an almost mythological role of catching those who perished at sea, and pulling them into her bed. she is associated with precious metals and suicides.

Tuchili - Tuchili has an ambiguous gender, the beak of a vulture, great black wings, and snakes growing from its head. Tuchili reigns over death by violence and war.

Akul - The goddess of the underworld, judgement, and the final severing of the link between soul and body, she bears a pair of scissors, and sits atop the gates to the afterlife. she is god of execution.

the first step in the nation's liberation has been taken.

in the fallen city of Sammaru, the run-down capitol building has been rebuilt. upon the ashes of the empire rises the great hall, the Pogleya Council. in this grand hall of rubble, the Five Gangs of Sammaru will convene monthly to decide the new direction of their nation. the Lei des Ruas will need some modifications in the years to come, to cope with the transition from being revolutionaries, to being the structure of the very nation. the people are liberated, joyous in their newfound freedom, throughout the streets they call out, "we are free! we are free!"

an issue is brought to the attention of The Five. the Gwang-Ubeyon Consortium has word of a hostile organization threatening the security and very foundation of the nation:

a gang called the Snow Resistance is wandering the streets, pronouncing their desire to see the "degenerates" that have overrun the capitol deposed and executed violently, along with everyone else of "inferior" race who supports them. as the Snow Resistance says, the white man must return to power, and the glorious empire of Saeguerra restored.

they're planning a recruitment rally, over in the old financial district.
the solution is simple:
  • Following new legislation in Sammaru, it is illegal to make racist remarks in public.

The influence of Pogleya is yet contained. The philosophy is still young, and beyond the chaotic world of the street gangs, there is little reason to be seen in it.

However, the fires of revolution spread out, from the smoking ruins of Sammaru, the capital city turned city-state. The shattered empire struggles to right itself. The small military bases of Quintaro and Mobliza are assaulted directly, yet the farmhouses of villages to the north pledge their allegiance to Sammaru willingly and peacefully.

Colonel Falcão, a strict nationalist and cunning strategist, had not surrendered during Sammaru's battle for independence. Instead, ordering a timely retreat, he and his forces had escaped the burning wreckage, sequestering himself in Forte Quintaro, whereupon he radioed General Gantez, who had been biding his time in Forte Mobliza, unaware of the successful rebellion.

The Pagala Riders, aware that these bases would be a critical vantage point to retake the city, went to plot a counterattack. The former biker gang took matters into their own hands, recruiting able-bodied citizens, signing deals with The Five Gangs, scouting out weaknesses in the forts, and ultimately, convening a Pogleya Council to ask permission to mobilize the tanks.

Things happened. The Riders were successful in their campaign, gaining the two forts as compensation, while the Colonel and General were arrested and brought to Sammaru as prisoners. The Five Gangs are currently debating what to do with them.

As for the farms, word of the new nation's decision to tolerate the existence of the old gods (4 days ago: Following new legislation in Sammaru, the government's religious works are headed by a New Age guru.) had stirred the hearts of the farmers up north, who had long since followed the Old Ones in secret. As the Riders ran forth in a charge of glory, the governors of the small villages faced extensive protests for both religious freedom and for the Lei das Ruas to be instated as city law.
The protests were about as successful as you could imagine. As in, they were met with force. The religious minority pooled their money, moving to the stomping grounds of the nearest Lei das Ruas gang, making them an offer.

The governors were quickly deposed, the Lei das Ruas instated in the villages. With new governors, the people of the area sent out representatives from each village to meet with the Traficantes da Paz, and announce their allegiance to Sammaru.

the waves of outrage shake the system of the dramatically rewritten city-state, as a coalition of minor street gangs seeks to overthrow the rule of The Five.
so basically business as usual. the problem is, these guys are managing to win in a couple of rumbles. so clearly, something has to be done.

a Council meeting is called.

the Traficantes are the first to speak, arguing that if this new Coalition tries to overthrow them legally, then they are in the full rights to do so. After all, that's what the Lei das Ruas is for: the Liberation of the People, equal opportunity for every opportunist.

Gwang-Ubeyon disagreed violently, saying that these upstarts were simply power-mad, recklessly stealing territory and acting like the worst of Cartels in finding loopholes. they needed to be taught a violent lesson.

the leader of Los Sangreverde briefly proposed a pacifying solution be produced to seep into the water supply, to tone down the levels of extreme violence in the city. such a suggestion was quickly shot down because that's brainwashing.

Cearaiin proposes taking down the resistance from the inside, something the Traficantes violently disagreed with, as something that completely denies them the will to rightfully rebel.

the bickering went on until the prudent Vance Magpulong of the Setanai Rebel Compatriots created a solution.

"Now, now, we don't want to show ourselves up as tyrants, but at the same time, we don't want a syndicate of dangerous rebels possibly destroying the fruit of our great labor, and disbanding the Lei das Ruas. we want our structure to continue on, and set an example? I think we can be perfectly willing to deal with this like rational men. no rumbles, no turf wars, no tanks or guns. those can wait. why not strike a deal? show this Syndicate we are listening to them. I suggest this:

you remember how we all began to trust Chicanista more after they helped us? now, I'm not calling us all complacent, no. I for one am still wary of them, even if their commonwealth is a mutually beneficial deal for us. no, what I suggest is we take a page out of their book: the areas where this syndicate is strongest are suffering from underfunded schools, and a great deal of unemployment. clearly, what we should do is give them a kickstart in their neighborhood, and give them more power while we're at it. scratch their back, they scratch ours. simple enough yes? This syndicate says they want a revolution, but I think we'll find they'll settle for a lot less."

On an entirely separate note, the Pogleya Rumble is about to be held, with some interesting bickering going on between The Five, as the stubborn leaders have decided to duke it out directly in the ring.

and of course, the fizzling of the native currency would explain why all of Sammaru has been frantically working to get foreign trade in.

the Kogatan president has apparently sent a vaguely threatening message to the leaders of The Five, and The Five responded.

Traficantes da Paz Response:

hackers within the Traficantes would try to trace the video, going into the core functioning of the computer to try and recover the dastardly vid, so that this thing could be broadcast to the nation, or maybe thrown onto a torrent.

greetings, President Okada! we must admit to our confusion at your letter, as I am sure you already received a message from our friends, the Compatriots. I will not repeat the offer the Brycen had made, but I will address something that I do believe is important.

while it does seem you have sent a message to each of The Five, rather than merely the Traficantes, I have to ask what you intended to do by deleting this message. you do understand that our nation is built on the promise of freedom and anarchy, and that your actions have deliberately removed the freedom of our people to respond to your message in kind? we would have to either summarize it to the general population, or find some way to obtain a non-self-destructing version of that same video. otherwise, we would be presuming we rule all of Sammaru. I assure you, Mr. Okada, we do not rule all of Sammaru.

the power in this nation belongs to the people, and I am personally offended at your attempt to steal the power away from the people. I ask you not to make such a callous presumption again. I do not claim to be the president, dictator, king, or emperor of Sammaru. I am the godfather of the Traficantes da Paz, no more, and no less. you send a message to me, it is a message only to the Traficantes.

I hope you do not mind us attempting to take the video and broadcast it nationally. we are trying to recover the voice of the people.

as for Saeguerra, we would ask you to have patience with us. war is not easy, it never is. but I assure you we are not idle in this.

We are a bit confused at your intentions, sending a vaguely threatening message to us about a situation we are already using much of our resources on. it feels both aggressive and redundant.

Nevertheless, we will assume you didn't realize it yet. We are in fact at war with the surrounding lands. if you would like to aid us in our efforts to regain order in the Old Empire, such would be greatly appreciated. still, I will assert that we are taking care of the situation, and you honestly have very little to worry about. not to mention the fact that, save for a few cities, much of the Old Empire doesn't seem to have any sort of military air traffic at all. I do not believe they care about your planes, but I do understand the risk involved in that venture. I may be able to make a compromise for you.

we may be able to focus and concentrate our efforts on reclaiming a line, separating the Old Empire in two, making them Sammaru-controlled territory, this would essentially be a safe line of travel that airplanes can move through. I've already drawn up maps of the territories we would need to reclaim to make such possible. perhaps that may be amendable to you?

the Kogatan president gets a video message straight from the Gwang-Ubeyon Consortium's boss. it opens with him sitting calmly on his large and rather luxurious chair, hands folded on his lap, and as he speaks, the video slowly pans out to reveal his chair has been placed atop the chasis of a half-constructed tank, with a circular ring of piled assault rifles around him. it reminds you of the iron throne from that one fantasy show, only instead of swords, it's firearms.

"greetings, my dear president! greetings, and welcome! I have many names, but you can call me Gwang-Ubeyon. I picked up your video, and I must say, I do appreciate the politeness of your request, and I simply had to answer in kind. "

the video stops panning out at this point.

"Now, with all due respect, my dear chingu,

what the flying **** do you think we're trying to do, huh?! sit around in a half-burned city, playing videogames? no. of course not.

We know what's going on in the rest of Saeguerra. we're already using nearly everything we have to get rid of the danger, and bring those lands into Kado-Kintu Sammaru. this is what we're doing, even as I speak. how dare you even imply that we're not currently working to wipe those imperialist bastards off the face of the earth, with great prejudice. how dare you. if you'd like to involve your military into our cause, be my guest, so long as you don't try to run in and make a colony on our turf, because if you do, that would be a problem. now if you'll excuse me, I need to go back to my arms manufacturing plant, and make more tanks by which I can blow the brains out of a Saeguerran officer. thank you."

TODAY IN SAMMARU

a month and a half after The Five had dealt with the message from President Okada of Kogata,

the First Assembly of the Commonwealth has come and ended. the four delegates, Juliana Makena-Yoshikawa, Lina Fontes, Luiz Camra, and Diarmund Leighanach, have returned home, carrying a proposal for reform to Sammaru.


said proposal is vital to keeping Sammaru in the Commonwealth, and has so far been so controversial amongst the street gangs that have been shown it, that they actively refuse to tell the general public about it in any terms except vague hyperbole. Los Sangreverdes, despite their sour attitude towards said Commonwealth, are surprisingly willing to discuss the proposal,

but amongst The Five, they are alone in this openness.

meanwhile, relations with Kogata have soured considerably. the manufacturing plants owned by Kogatan companies have been ordered to shut down, and to make matters worse, Cearaiin seems to have responded to President Okada's message.

As the case may be, I'm rather running off at the mouth here, and it's really just me waiting for it to go off. my men can sometimes be late. horribly so, awfully.

It has been a pleasure speaking to you."

Given circumstantial evidence, it's most likely that this video was an unreported part of the incident that occurred recently in Kogata:

Chaos in the Capital
Yesterday an attempt was made on the life of President Okada whilst he was drafting legislation in the capital building. The assailant fired an explosive round into the office of the President, though Okada only sustained minor injuries. Minutes later, the perpetrator was seen fleeing the scene in a small helicopter parked nearby, leading to an hour long chase with police and the secret service. The chase culminated when the perpetrator lept from his vehicle into the ocean, only to be quickly apprehended by the coast guard who promptly delivered the suspect over to the police. He is currently in police custody. This is the first attempt on a head-of-state since the 1960s, when a communist radical slew President Okuyasu with a katana.
while Kogatan press claims such was an attempt on the president's life, numerous Sammari news sources cite that something brash as that would not only be "out of character," but a serious diplomatic misstep for the Dragons. as much of their power depends on subtle manipulation of allied sentiments and covert operations, the thought of outright killing the leader of a trusted trade parter with an explosive seems about as reckless as sabotaging the First Commonwealth Assembly by sending inexperienced civilians with little actual power in Sammaru as national delegates.*

To further prove this point, some say, Tanwen's message seems to imply she intended the attack to occur in the midst of her message, and for it to continue playing as Okada, still alive, recovered from it in time for her to finish her speech. of course, such might have simply been an attempt to mock his death, which is evidenced by her dropping honorifics and referring to President Okada by his first name after the "attack."
