By the will of the esteemed Council of Altera and through the authority it wields, all nations not seeking to be regarded as an enemy state by said Council of Altera are hereby held to the following regulations regarding Nuclear Proliferation:
1. Nuclear weapons are hereby regarded as Weapons of Mass Destruction, and all nations are banned from purchasing, owning, harboring, deploying, and building such weapons within their borders under all circumstances other than the immediate dismantlement of said weapons.
2. All nations must publicly declare to the council any and all development of nuclear technology within their borders, regardless of its intended usage. Nations are not required to release detailed specifications of said nuclear development unless demanded by the council through means of a two thirds majority vote in favor of the release of more detailed specifications.
3. The council holds the authority to authorize an investigation of a nation’s nuclear development through means of a two-thirds majority vote in favor of said investigation.
4. Nations found in violation or the obstruction of any of the aforementioned points and regulations are to be declared enemy states by, and to, the Council of Altera through means of a two thirds majority vote in favor of said declaration.
5. Nations declared to be enemy states are barred from further participation in the Council of Altera until such a time as assurances are made that said enemy state has dismantled all of their nuclear programs and the passage of a successful two-thirds majority vote in favor of readmitting said enemy state.
6. The council is fully authorized to enact punishments and/or sanctions in addition to those outlined by point five through means of a two-thirds majority vote in favor of said punishments and/or sanctions.
