Antonides Herennius, of the Dominion, and Emperor Remi Wise have agreed on terms for the custody of Amaranthine. House Wise may administer over the city but the Dominion has legal right to construct and govern anything north of the city walls including the waters nearby. The Dominion has also been granted an embassy within the city that is regarded as Valerean soil.
