Empires?

This just crossed my mind, but I feel like it's not possible, maybe some restriction in the lore, but is it possible to create empires in Altera?

Technically Hawklight was an empire for about 3 months.
Current Lonmar and even Arcturus could be described semi-accurately as an empire.

Well, probably even more so after the exodus, due to the geopolitics that'll take place (Such as the fact that Arcturus may get the Deserty place if we're lucky, and that the Engems might get the South East islands if we're also lucky )
