In the city of Storm's Landing, there are two major facets of government: The Guard, and the Council of Five.
The guard stands to bring order to the ever tumultuous city.
The Council of Five receives and relays the whims of the people.
Law and Order, by our own hand, or none.

The Storm's Landing Guard Force

The Storm's Landing Guard Force exists to create order and law in Storm's Landing. They are expected to adhere to just morals, and transgressions to the contrary shall be met with prosecution. There are three ranks in the guard force: the Officers, the Lieutenants, and the Captain. The Officers are most bolstered in numbers and the first line of defense between Storm's Landing's citizens and the dangers that lurk. The Officers are permitted to detain and arrest and perform investigations. The Lieutenants are tasked with the responsibility of engaging and closing investigations and delegating responsibilities in said investigations to the Officers. Lieutenants also receive reports from the Officers, elevate them to the Captain as needed. The highest rank is the Captain. The Captain, who is elected by a joint vote between members of the Council and the Guard. The Captain takes on the highest role in the delegation of responsibility to the rest of the guard.

Office of the Captain
The Office of the Captain of Storm’s Landing City Guard is a public office which any citizen of Storm’s Landing may run for and hold, provided that they are not barred from holding office, serving jail time, or currently holding a different office. A Captain is selected by popular vote, the winner being the candidate which receives a simple majority vote from legal electors; and, where only currently sitting members of City Council and all members of Storm’s Landing City Guard are considered legal electors.

The Office of Captain of Storm’s Landing City Guard is always up for election the month after City Councilmembers are up for election.

Rank of Lieutenant
Lieutenants are elected from the body of guards, all guards holding a vote in this matter, but sitting Lieutenants and the Captain may not vote. It is expected in this system that only one seat will be left empty at a time, but if there is more than one vacancy, elections will be held sequentially with the longest-vacant office coming up for vote first.

The election starts from the moment the seat is left empty whether by resignation, death, or a vote of no confidence. Guards must announce their vote publicly, and the election results must be officiated by the City Council. The election ends when a majority of the guard votes for a single candidate, at which point they will assume the duties of Lieutenant and be officiated by the City Council.

There shall always be at least three Lieutenants. The Council may vote to increase or decrease the number of them.

Rank of Petty Officer
Petty Officers of the guard are appointed by the Captain. The Captain may also create more Petty Officers, but must clearly articulate the goal and function of their roles in doing so. They may also disband unused roles at their will.

The Guard's fort can be found directly southwest of the Grand Cathedral, within a stone's throw.

All are allowed to apply for a position as Officer. Those who hold property in the city are preferred. Affiliation with a given faction will not be considered as an advantage but as a reference.
Guards are compensated with a stipend, pulled from the treasury, increasing with their rank. Officers are paid 500r/week, Lieutenant 600r/week, and the Captain 700r/week.
This compensation is subject to change as per deliberations by the current acting Council.

OOC Regulations

The King's Law must always be followed.
A term for Guard Captain is three months. Re-election is possible indefinitely.
If the Guard Captain, is absent for three (OOC) months, they are ineligible for re-election for two election cycles. (6 OOC months).
If an alt run by a member of the guard is implicated in an incident, they must step back from any deliberation on the matter.
If a player has a character in the Guard, they are ineligible to run for Council on an alt.

The Council of Five


As per its name, the Council of Five is a group of five officials elected by the citizens of Storm's Landing. The duties of the Council are meant to serve the needs of the people. Their responsibilities include bringing the concerns of the citizens heard on a personal basis to the rest of the council and finding solutions for said problems; changing, modifying, adding, or removing laws based on a majority vote; adding to their responsibilities, reasonably, based on a majority vote; and assisting in managing aspects of the Guard, such as salary and the choosing of the Captain. They may become involved in Guard-related matters that cannot be solved internally. Every three (OOC) months, members eligible for re-election will be voted on by the citizens, alongside those newly campaigning for a space on the council. If a member is unexpectedly removed or takes leave, an emergency vote will be initiated, or the runner-up from the previous election may take the open space.

Each Council Member is compensated with a stipend of 600r/week.
