The laws of the ancient empire dictate that upon the extinction of the ruling house, the nobles of the empire are to convene and vote for a new Kaiser.
Now the empire is but a distant memory, and children have grown up in this world having never known its influence directly. But the bones remain, and something new can be made from those ashes.
Asher Varyn calls for those of noble lineage descended from the empire to convene in Compendium and vote on what is to be done with the remains of the empire, and while those who are not of nobility descended from the empire shall not be allowed a vote those outside of this narrow framework are permitted to give their thoughts, if they are sponsored by a noble in attendance. The event shall be hosted on neutral grounds: the Compendium. Expect to be asked to prove one's noble lineage before being allowed a vote, and expect this to possibly take longer than one event if the debating gets particularly gritty.
