Introduction
Across the great desert plains of Altera resides desolate and obscure figures: Merchants, Soolerans, and the occasional adventurer march these dunes in search of better lands or passage to the sea. Yet not all see these barren wastelands as forsaken. Dyes and gold of great fortunes are to be made here, with many believing the Great Desert to be the sacred land of their ancestors. Descendants of the Soolerans set up camp along the banks of the desert river in hopes of cultivating the land into the image of their ancestors. They called for the aid of both families, allies, and all those who would seek to reform it into a prosperous and civilized age. And in their time, they created the foundations of a city that would last a lifetime...

New Soolera, also known as New Sool, is a city-state built on the river Sool under the protection of House Solivu. It is one of the largest cities in the southern half of the continent, boasting a large population and a booming economy.

History
The origins of New Soolera date back to the original Sooleran city: Sool. In legend, it was once the crowning achievement of the Sooleran culture, said to be full of trade, culture, and wealth; a mixing pot of Sooleran and non-Sooleran culture alike. It is unknown what happened to the great city, but after it was lost to time and ruin, the Soolerans became a nomadic people: homeless, but content to be. The first settlers of the New Soolera were originally traveling Soolerans. Among them were the Solivus, and the head of the house, Jal’Wassem Solivu, son of El’Jibaba and Lilibaya Solivu, whose influence soon began to spread throughout the region. They settled their claim on the river Sool, originally a small trading hub several miles north of a river crossing ferry.​
House Solivu and a host of hired Soolerans and laborers occupied the region. The city-state was founded on capitalistic and oligarchical influences; the House of Solivu devised the city to be a “protected, open hub of trade, culture and ideas”, taking only small tariffs for the safe protection of goods and services, and stability of the region. Today, the region remains under construction, continually expanding and attracting the eyes of many Soolerans and non-Soolerans alike.​

Government
The provisional government of New Soolera, dubbed the Hasim Government, was first founded as the protectorate of House Solivu. It was created to support the region's overall stability, protect the rights of its people, and maintain order among those who would seek to doubt its claims. Officially, the New Sooleran government is labeled as an oligarchic ano-meritocracy; a council of skilled and influential leaders, managing sects and aspects of the city, such as religion, trade, infrastructure, health, as well as districal management and zoning. These branches are funded and remain under protection from the wealth and influence of its protectorate, who operates judicial and security details.​
The Hasim Council is the official name given to this council, which acts as the executive and legislative branch of the government. The ruling house is head of this body, elects those who would best serve their council, and serves emissarial and judicial roles for the government.​

Law
The jurisprudence of New Soolera takes a less than deontologist approach to law, not deriving what is moral based on intent, but rather its consequence; in effect, the Sooleran government does not restrict much in the way of many practices, but rather halts the destruction of property and violation of others rights. As such, to strike a balance between law and utilitarian ideals, a provisional charter was outlined, written to establish law, stability and fair trade between its people. Among the themes of its charter, harmony and prosperity between cultures was highlighted, as well as influences of the cultural beliefs of the Sooleran people. The charter also gives authority to the ruling house to enact justice as it sees fit, ranging between penalty of death, and monetary fines.

Judicial Practice
Judicial practices are organized by the ruling house. Three types of courts were established to enact punishment, as outlined by provisional charter: Commons, District, and City court.​

General Provisions
‣ Capital crimes must defer first to a district court​
‣ Government officials and its employees cannot be tried in commons court​
‣ Members of the ruling house may only be tried in city court​
‣ Deferring to legal counsel is forbidden in city court​
‣ The punishmnet of death is forbidden in commons court​

Commons Court

Any citizen aged above 35, and owner of land or caravan, may enact the justice of the Soolera, hold court, and carry out its penalty to the fullest extent, besides death, which in place they may be forced into hard labor; in exception to high crimes, which must be given differment to district court. They may conduct court however appropriate, and so long as the following are declared or present:
  1. A crowd to witness this justice, no less than 5
  2. A witness to said crime, good health withstanding
  3. Their crimes are announced to said crowd
  4. The accused is given time to plee to the crowd and accuser
  5. The accuser has the means to carry out punishment
District Court
By election and employeement of the Hasim council, any citizen aged above 35, and owner of land or caravan, may enact the justice of the Soolera, hold court, and carry out its penalty to the fullest extent. Prosecution must be witness or victim to said crime, and present to said elected official offenses against them. Location and security will be provided to where such justice is held.

City Court
By election of the ruling protectorate of the Hasim government, the justice of Soolera shall be carried out. Court may be held however is deemed necessary, and no special provision is required.


Criminal Law
Criminal law is divided by its ability to harm, violate, or swindle others. Such division does not specify penalty, but rather the court in which such a crime must be heard in. Sentences are passed down by the ruling judge by precedent or discretion, barring cruel or unusual punishments. Some examples that would fall into these cateogories include:

Customs Law
Customs law takes a more strict approach to fair trade, ensuring safety and security around its ports and its borders. Licenses and permits to trade certain items are managed by port customs, and are apart of the economic and security division of the Hasim council. Such laws include:
  • Importation, manufacture, distribution or storage of weapons or explosive material without a license
  • Wielding arms without license within certain grounds
  • Unregistered transportation by vessel
And et cetera.


Citizen Rights
As of PC 2307, the Hasim government protects and gives these rights and privileges to members of the society of New Soolera in return for their responsibilites outlined in this doctrine:
Rights of Citizens
- All citizens, regardless of status or wealth, are free to practice religion, express their beliefs and cultural ideals, spread their thoughts and ideas, give notice to people through post or forums, formally protest decisions by the government, and any other expression of their belief in such ways that do not harm or force their ideals or beliefs on others.
- All citizens are given the right to trial under the laws of New Soolera
- All citizens are given the right to make free business within custom, and give employeement to those in New Soolera regardless of citizenship status
- All citizens are given the right to defend themselves by any means
- All citizens have the ability to be chosen for the Hasim council
Responsbilities of Ctiziens
- All citizens must uphold the laws of New Soolera, protect its customs, and remain loyal to their community
- All citizens must respect the rights and beliefs of other citizens
- All citizens must pay their taxes in a timely manner (IC)
- All citizens must defend their homes and their lands should need arise

Provisions
Outlined below are several provisions and regulations defined by the government:​

Provisions of Denizens
- All those who own land or residence within New Soolera must maintain their land in both cleanliness and hospitality, uphold to standardization as it relates to the themes of architecture within reason, and prohibit the use of their land for miscreant usage.
- All who claim Sooleran descent, and are without tie to foreign governments, states, houses, or other political powers, are given the rights of citizens, and officially labeled rightful denizens of the Soolera. They may freely trade within the city, service caravans, and travel to and from New Soolera, but must apply to claim residence within it.
Provisions of the State
- The Hasim government and its protectorate are given supreme authority to rule, govern, manage, administrate, and monitor the lands, denizens, and the businesses of New Soolera
- The rights of citizens are subject to the protection and administration of the ruling protectorate house. As such, it is subject to changes by the ruling house, as well as whom it shall apply to.

Foreign Recognition
- The courts of New Soolera hold all status, nationality, and privillege equal. All who are tried under law by the Hasim council and its protectorate are subject to its punishments and/or deportation.
- All foreign claims within New Sooleran terrority are to be and will be disputed, denounced, and if necessary, defended by the protectorate of New Soolera
- All enemies and allies of the state will be or are to be formally declared by and only by the Hasim government and its protectorate.
- All foreign non-residents are not subject to the rights of citizens

OOC Law
  • Follow the Kings Law
  • Griefing or building without consent from an owner is forbidden
  • Stealing from chests that do not belong to you is forbidden
  • Inactivity without proper notice for over 3 months will result in a forfeit of all property
  • All who wish to host events/DM must give notice to the region owner

Culture and Religion

Culture
New Soolera is home to many cultures, including the Soolerans, whose diverse beliefs carry over into the city's customs and practices. As the majority of Soolerans are not rooted, many come to New Soolera for rest; many large caravans are seen herded around the city, with camps along the riverbeds and desert paths. Even those with homes in the city are often only stayed in for only a few months, before they go for travel in their families caravan. Many find opportunities and benefits within the city, such as business, manufacturing, and accessible ports. The city is also a location where Fadma is held, an important celebration of religion and reunion between the Sooleran caravans.​
One common thread of all New Sooleran culture is the idea of free expression, the ability to trade both goods and ideas, communial strength, and familial values. Soolerans value closeness, and keep these ideas alive through mediums of expression and language. Most people are welcome within the city, giving both foreigners and natives the hospitality they deserve.​

Literature
While most Soolerans do not take up the writing profession, several advancements have been made in the past several years. Mathematics, physics, astrology, and technological breakthroughs are commonly traded between foreigners, and likewise received from them. Writing is a staple for many of those ideas, and are typically items signifying one's wealth or status, but also intellect and acumen.​
Stories and folklore have always been a cohesive of the Soolerans and their caravans, and it plays a key role in shaping the mythology and ancestry of their people. The people of New Soolera believe in the lost city of Sool, and tell stories of its once great splendor, the festivals of Fadma, and the unification of the caravan families. Caravan stories also play an important part of the culture of New Soolera, where tales of one's families during hard travel, strange creatures from distant lands, and love stories of old are harbored in the thoughts of children and elders alike, bringing both a sense of purpose, amusement, and affection.​

Music
New Sooleran music is derived from three main themes, revolving around the cultural background of the Soolerans. Being a mixture of different religions and genres, the first kind of music that is most common is folk music; music that showcases the adventures or travels of a caravan or a merchant ship. The songs generally sing of expanding the wealth of their family, bringing new opportunity, and new fortunes for their people. This music plays an important role in story-telling jobs throughout the city, and are popularly employed by businesses or government officials as bards for social events or functions that service the state. Singers of this kind of music are generally wealthy themselves, bringing weight to their words through past experience; often, they are sung as a type of qaṣīda. These musicians are also popular with certain instruments, such as the flute or oud, which are considered higher class and more elegant, though other horns and percussion instruments are not uncommonly played.
An oud
Music is also popular among families, and a similar type of genre related to the family. This is the most common type of music found in New Soolera - found in streets, homes, ports, passing caravans, festivals, and state functions. With many extended families being separated, it is a way that Soolerans express their love when they are apart. Songs of cousins or distant family returning on Fadma, or a parent returning from a long days work; the people of New Soolera value these connections, as time spent away from each other can be considered lonely. Many people sing these songs on the street as a way of expressing these thoughts, often accruing money from passers by. These songs also function as a means to connect to those who cannot return, or those who have long since passed.​

Love songs also play an important part in Sooleran culture. Similar to familial music, it is a way that couples connect their love for each other, whether at a distance or to serve as a reminder of their vows, but is often more personal than other types of music. Music of this type is typically upbeat and poignant, often sung during times of great festivity or happiness, when feelings such as these are shared with the community at large, such as
A maenqo
during Fadma.​
Instrumental music is also not uncommon to find being played along the streets. Chordophones like the masenqo, krars, ouds, and begena are commonly played, as well as hand drums, small membranophones, and aerophones like flutes or horns; ceremonially, instruments such as kakakis are used to issue welcome to foreign heads of state or domestically held state events.​

Art in New Sooleran culture is often noted as a high form of expression; depictions of people, nature, and societal constructs are often painted in both the abstract and literal. Paintings made from oils and water colors are commonly found in homes and public spaces, as well as mosaics and pottery, glass work, patterned carpets, furnishings, and architecture, often containing designs of a religious, secular, spiritual, or cultural nature.​
Complex patterns are often made in both tailoring and textile work, worn on both clothing and for decoration on furnature or strung onto homes. In paintings, the sun is one of the more common pieces that is depicted, often either the focal point of a larger mural or usually the only figure, usually centered; it is often shown as a domineering, and often radiating from the sky, surrounded by blood reds with a dandelion yellow interior. Most material for art is either imported or made from nearby resources.​


Society and Moral Community
At large, society in New Soolera is rapidly progressive. Free trade, freedom of expression, and outreach of others is prominent. Many are proud of their heritage and culture, often sharing boons and their ideas with others freely and often. When conflicts arise between Soolerans, it is not uncommon to see them unafraid to express their beliefs openly; a majority of citizens have open dialogues with all their cards on the table, though some still prefer to hold back on certain controversial topics. Many Soolerans are open to new ideas, and would rather have a room full of different perspectives than singular minded discussion. It would be uncommon to find a group of yes-men in the same room as each other. Absolutism is also an uncommon trait among society, which is reflected in law, although there are several items that are considered taboo, such as adultery and breaking tradition. Sooleran families will often shun or cast out members of their caravan based on these taboos. Mediums for discussion are often found in the home or in public places, such are parks, marketplaces, or government buildings. Common discussions among Soolerans are about work or what occurred during the day. Soolerans are also privy to talk about business opportunities, ideological differences, family gossip, and their emotions.

As a meritocracy, New Soolerans place a large emphasis on the merits of ones abilities, their education, and their ability to contribute to their society; status, wealth and ones position are simply the results of one's efforts, and their ability to distribute the wealth back into their community is considered virtuous and benignant, preferably done through business ventures. New Soolerans typically include most species into their moral community; people and animals they uphold their ethics towards. Sooleran hospitality is a common trait amongst most citizens, often greeting people into their homes with open arms, paying for others food, and offering transport or a bed for weary travelers. Some notable exceptions include greylings, who are not welcomed by most Soolerans. Similarly, criminals and members of lower class are more prone to pity than respect. They are seen as members who contribute little to their society, and are typically undesirable by most. Since the government places important on work with the community, open discrimination is not an uncommon practice on those who are in the lower class.​

Sports and Games
Most games played in New Soolera are focused around the community, rather than the individual. Communal strength is highly valued, and it is reflected in their sports. For example, children's games such as marble or kebeto (a la duck-duck-goose), foster early development skills in communication, body language, boundaries, and teamwork between each other. It is also common to find children to play games after heated arguments, often a way of mending a relationship or cooling off steam.​
Equestrian sports are also popular in the community, often showing ones ability to handle mounts, a trait Soolerans inherit from their time in their caravans. Speed and endurance riding,as well as archery, goat pulling and other fast paced sports are considered both exceptional and traditional forms of pass time.​

Cuisine
Taking largely from traditional Sooleran practices, the diet of most in the city are diverse and omnivorous. Much of their cuisine is imported from other places, as their nomadic roots have brought them to appreciate food from many different cultures. Notably, Soolerans eat mostly vegetables, but meat in New Soolera has taken rise with it becoming more accessible as a trade hub. Foods are typically simple, with an emphasis on preserved and dry foods like jerky or other pickled foods; given the deserts' arid place, refrigeration is at a premium, and the underground regions of the city become important for the ability to keep meats and vegetables fresh. Spices are also a large part in both ceremonial and cultural cuisine. In general, food that is grown in the city is kept below ground, and technology for safe preservation of food is always sought after.​
In terms of what New Soolerans eat, they are not typically picky, and will typically eat whatever is in front of them. Most do not waste the meat or part of any plant or animal, and will usually incorporate them into meals. Stews are particularly popular as a mixture of several different kinds of food. Mangrove leaves are also considered an important staple in teas, especially for breakfast, and fruits are considered delicacies, as they are hard to come by in the desert.​

Dress
Clothing in New Soolera is a diverse mixture of colors and styles from many different regions. Predominantly, attire is designed for desert wear, often made durable with thick cloths from animal skins, but designed to be aerated and cool under the hot desert sun. Formal dress includes more expressive, colorful clothing, such as greens, reds, blues, and purples. Members of the upper class would typically adorn silks and other rare dyes. Most, however, wear plain clothes, such as whites, greys, or tan/yellowish clothes designed for protection against harsh winds and coarse sands, typically made of linen. Commonly, men are seen with loose fitting pants, depending on their profession, as most Sooleran clothes are designed for practicality and comfort. Headwear is also common, often either a sign of status or protection against the sun.​
Many adult male Soolerans are also seen carrying knives, made of steel and mangrove wood. These are given to them as a rite of passage to adulthood during Fadma, signifying acceptance into their families, and are carried at all times. However, they are rarely used, as to not stain them with foreign blood.​

Languages, Communication, and Demographics
The official language of New Soolera is Common and Marjash. People tend to be casual in their communication, but are formal in the presence of those with higher status, using traditional phrases to express welcome and farewells. Soolerans are also expressive in their words and language, often exsenuating speech with their hands or faces.​
Many races can be found throughout the city, from half-spawns to halflings. The predominate race/culture in New Soolera are human Soolerans.​

Religion
The current majority religion in New Soolera is Jax, who is celebrated during Fadma predominantly by Soolerans, as well as paying respects to Bilworth, his fallen brother. All religions within New Soolera are tolerated and respected.​


New Soolera is based on a mixture of cultures, most notably from Sooleran influences, but also pulling from real examples and civilizations, with influnces found in Persian, Turkish, Ethiopian, Saracen, Arabic, Sikh, and nomadic cluture​

Flora and Fauna

New Sooleran climate is dry and semi-arid, with a lack of distinct vegetation but capable of supporting several desert hardy crops and flora. Date palms, as well as olives, cottons, and tall native grasses grow naturally along the riverbed of Sool. Other imported crops, such as peppers, spinach, grains, and grape vines, are also capable of being supported, and are a good source of nutrients besides the native plant.

Camels are important animals to Soolerans and the population at large. While Sooleran horses are still popular throughout the continent for its agility and speed, the camel is able to withstand many days of travel without the need of water or food under harsh conditions. Besides being useful for transportation, camels provide milk, as well as meat and coats, though the practice of eating ones camel is relatively taboo, as camels often become apart of caravan families, like their horses. The majority of camels used are the dromedary, featuring a single fat storing hump, though some variety exists.​
Several members of the hyracoidea order also familiarize themselves in the red mountains to the west and north of the city, as well as foxes, gazelle, and other feline, snake, lizard species. Wild dogs are also common in the northern mountains, who are natural predators to many small mammalian species. Several flowers as well as vegetable bearing plants live there, including cacti and thymes, typically growing against cliffs and other hard to each places, which are used in rare dyes and other delicacy foods.​
The black mountains are devoid of most large animals and plant life, however, insects and smaller buthidae tend to nest their homes there, as well as carnivorous birds, who serve as natural predators. Other small aquatic life lives in the rivers of the Sooleran city, such as pupfish and fairy shrimp. In the desert itself, few animals roam besides the caravan camels, desert skinks, and other small xerocoles.​

Trade
Economy
The New Sooleran economy is a robust and diverse marketplace of trade and commerce, and its effects can be felt throughout the eastern continent. Since its conception, trade of both goods, services, and ideas have escalated in the region, offering benefits to its citizens and foreigners alike. The Hasim council keeps a close watch on all business and trade within its borders, controlling and domiciling both domestic and foreign products, as well as intervening in interest rates, investing in businesses, as well as setting guidelines for guilds and corporations operating in New Soolera. The majority of trade, however, is unrestricted, besides dangerous or volatile materials such as weapons or explosives, which the government licenses for permission to manufacture and trade.​
Geography also plays an important part of Sooleran trade. Being located along one of the quickest routes from the eastern half of the desert to the north by land, many caravans pass through its borders, who would otherwise pass through swamps and forests further east, or go towards the western sea travel. As a result, the state taxes the sale of goods, as markets along this route are premium, while still retaining the least expensive trade routes. Trade to and from New Soolera plays important roles in both saving time and money for travelers looking to sell their wares to foreign lands; ports along the river Sool also provide easy access to the western sea, as well as being along the fastest routes inland from the south west.​
Besides taking from the natural flora and fauna, Soolerans also produce mangroves, an important plant used for dyes and tattoos worn during Fadma, as well as providing fruits. Typically, these plants are grown in special vats or pots in homes or other producing facilities, as growing them naturally along the river and close to the city is expensive and limited by the government. Rabbits imported from the north are also breeded heavily in New Soolera; they are typically a popular meat source due to their fast ability to breed.​

Bartering
Barting is a common system on the streets, markets, and bazaars of the city. Bartering can come in many forms, whether that is through direct trade, or trade given with some monetary attachment.​

Trade Laws and Customs
All major transactions are managed and customed by the Hasim government. All trade is subject to inspection upon entering the city, whether by boat or caravan. All licenses to manufacture dangerous material or weapons must be issued by the government.​

The star represents each hour; the black and red signify night and day. Both combined to represent the Sooleran reach and presence over the continent

Several variations exist to classify certain government groups. The above sigil represents the general New Sooleran banner - more specifically, the Hasim Councils authority. A darker red division signifies the Protectorates authority; a completely red background is its military authority; a completely grey background with a white star is its naval authority

You approach a small government building after being directed to submit your application. An older man greets you across his desk and asks for your papers. There, any general personal information is stored and documented, along with a fingerprint. You are given the following notices regarding citizenship:

- You are given licenses to carry weapons to certain areas, and are authorized to enforce and perform the law of New Soolera, should you be able.
- Dual citizenship is allowed for undenounced states: There are currently no denounced states.
- You are able to practice your religion and culture freely, purchase a home of your choice, make business in the markets, legally give tender for employement, and other such rights as outlined in law.

- A physicial description (height, approx weight etc)
- Foreign citizenship status
- Self-reported criminal records, Or on-record criminal records
If you claim to not know these, the record will just make an assumption, or write unknown.

- Anyone may practice New Sooleran law, free business, free speech, and religion as a citizen (see laws above)
- Having citizenship allows you to freely use weapons in times of need, and your freedom of expression is also protected
- Being found guilty under New Sooleran law revokes citizen privileges for your character

| OOC Notes |
- Be relatively active, at least a few times every month or so
- Feel free to build in your home and decorate exterior. Any major exterior changes / extra floors should be approved
- Follow server / region rules
- Have fun!
