Honestly, I don't care where they make it as long as it's not Cyrodiil, Skyrim or Morrowwind. The different cultures and landscapes are what I want to see. I want them to actually add things rather than reshaping what they already have. Fallout: New Vegas had hardcore mode, which actually made food useful!!! There was a surprising amount of food in Skyrim, yet it was almost completely useless. Also, more places to purchase would be nice. For example, being able to own a shop and stock it with oddities that you find on your adventures. Oh, and a storyline that isn't split in 2 but exactly the same, just fighting for the other side. On my second playthrough of Skyrim I decided to go Stormcloaks, but most of the missions I had done before and was just playing it from a different perspective.

@SparkThe only region that doesn't look like it should according to the timeline is cyrodill, which should be a swampy/jungle like area that got dried out by Talos(which wouldn't be at least 500 years from the games setting on) - I assume Zenimax and Betesda want us to kindly ignore that as I can imagine that a Jungle swamp area would mess a lot with this:

It's not clear, but I think he did it near instantly as he was a god at the time of his de-jungling efforts. http://elderscrolls.wikia.com/wiki/CHIM

Using his state of CHIM he erased the jungle from history, making the jungle not exist in the past as well as his present.
