"...the balance of power has indelibly shifted across the cosmos."

The heralds of House Fuvur, tasked with speading the word of their ruling class across the land, are abuzz as they travel from major population center to major population center, spreading the word of a new, controversial announcement from their house. Rumors (true rumors) abound of Nwalme personally delivering a speech to his people announcing a change in policy. The first part of a larger treaty meant to issue sweeping reform across the Fuvurian dominion, and be the start of a new chapter in the history of the Fuvurian dynasty. The first disclosed part of a larger treatise to be known as The Canonical Law Imposed Upon Time, Land, and Soul (or just The Canonical Law).

In the course of millenia, the balance of power has indelibly shifted across the cosmos. In the primordial epocs before man, there existed only the Immortal Kings. Those entities which ruled the cosmos, with nought but the drive to create in their hearts. They created the Substantial (matter), Insubstantial (soul), and Force (energy). When one of their number, Queen of Grief, sought to corrupt the Substantial and Insubstantial forces in her quest to pervert the workings of the other Kings. By this time, the Kings had made many entities of Insubstance to exist as servitors in the pursuit of pure creation. Upon the rebellion of The Queen, some of these beings were imprisoned in shells of Substance, forced to kneel before the natural order on the mortal plane which we still inhabit to this day. These were the first races upon Altera and other worlds. The entities that stayed remained of pure Insubstance, and they were the first gods.
-
As the Immortal Kings weakened, and the divine grew in power, the Immortal Kings sacrificed themselves to kill the Queen of Grief once and for all in the last Corruption War. They left us, their children, with nought but their lack of presence. Man was meant to take up the mantle they left behind, for unlike the gods, we ourselves possessed ambition and the will to struggle. But instead, exhausted, we turned to the gods in the hopes of finding purpose and meaning in their whims. But today, this cycle shall cease. With the High Church disbanded as it has been for decades, there is no more Grand Inquisitor who we are to allow to interpret the Divine Law on our behalf. Every man has a right to their own interpretation of their faith.
The people of House Fuvur choose to interpret that any man has right to worship or to turn away at their leisure, but it is in this right we are given the ultimate power over the gods, who are bound doctrine which makes up their spiritual essence.
-
Through our physicality, our spirits have grown to possess Will. Through the imposition of our will, through prayer, we grant them power by obeying their doctrine. But the those of House Fuvur shall no longer demand its peoples do this, for House Fuvur shall no longer solicit the divine for their right to rule. House Fuvur shall rule by the ancient grant of the Immortal Kings, claiming the mantle whence they left behind as the mandate by which we shall rule. The gods shall always have a place in our hearts and minds, but as we are one in the same, we shall no more force our peoples to worship them than we shall force our peoples to worship their fellow man. Henceforth, the Dominion of House Fuvur shall be The Fuvurian Empire, by the Imposition of Will, of the Risen East, Mender of the Broken South. Where no religious institution shall claim supremacy over the secular leadership of the Empire, so long as it remains an institution of the providence of mortal will and ambition.

Alongside the seal of the written copies of the declaration, there are two seals that are not the ouroboros of House Fuvur. The seal of Maceo de Courtnay, and a skull encircled by an ouroboros. Representing the backing of the dominant Skraagite cult, and the personal backing of Maceo.

Additionally, limited mostly to the holdings of Fuvur, a second and third announcement follow closely after the first.

By the united will of Maceo de Courtnay and the Fuvurian administration, those worshippers of Skraag are to granted amnesty for all past crimes against gods and men. In additional, they are to be granted freedom of worship and asylum within any lands of House Fuvur.

Tertiarily, an announcement that formal negotiations for an alliance have begun between the states of Artois and the Fuvurian Empire.
