The Law’s official name is Law, meant to be a universal thing which applies across every single law jurisdiction in Fuvurian lands. In a rather unprecedented move, given that each settlement is also entitled to their own laws and regulations, with each government of those settlements bound to House Fuvur by various treaties that put them under Fuvurian rule in the first place. These apply to everyone within the borders of House Fuvur, and indeed, by the letter of the law encompasses things that are not even human or self aware: insofar as “willful entities” can be surmised, anything that falls under that label and within Fuvurian territory is beholden to The Law.

The right to enforce these laws upon the peoples of the Fuvurian Empire extends from the will of one: the emperor. Without a reigning, strong emperor at the forefront of all important legislature and enforcement of Laws Against State, The Law is no longer binding, as that which allows The Law to exist and grants it legitimacy is void.

Law is mostly based off of precedent, like the real life Common Law. It is, in fact, the task of the Observer of Law to keep track of what crimes tend to result in what rulings. However, Fuvur has had a formal legal system for very little time, and so the only precedents are those written into the law preemptively - guidelines by which judges at trial are expected to sentence others. The guidelines tend to be brief, but are the premises behind which justice is decided in House Fuvur.

+ Judge by Result. Not by intent. Irregardless of if a murder was an accident, was committed in self defence, for profit, or for fun, someone is still dead. There can be some instances where this is waived, but ought to be rare.
+ Ignorance of Reality. When someone doesn’t understand the ramifications of an act, and can prove they did not know, they can often receive a more lenient sentencing. This mostly applies to children, but can also apply to things like a horse killing their master, because horses are unintelligent.
+ Equal Retribution. When someone is wronged, and plea to the court for justice, their vengeance ought to be equal to what has been done unto them. When someone is beaten by an assailant, and they bring them to court, it would be nothing but sensical to sentence the assailant to a thorough beating as well.
+ Viciousness Without Sadism. The Law is blind, but this does not mean the law is without a certain measure of pragmatic cruelty. If someone who commited a crime is treat incredibly harshly, and knows they will be treated even worse if they are caught again, logically they would cease to commit crimes. And people faint of heart would not commit crimes at all.

It should also be noted that some entities are immune to the law, mostly those named by the emperor, whether it be preemptively or after they have acted against the law. The emperor can pardon any crime, and can grant license to anyone that they are immune to crime under certain conditions. A public listing of entities which are granted license as such are kept [here].

The following are all the crimes which are illegal throughout the entire Fuvurian empire. For ease of listing, just presume that when the crimes are committed against a citizen the punishments are harsher, and when against a foreigner they are substantially less harsh.

+ Murder. The rendering unto death the previously living vessel of another’s mind and soul.
+ Assault. The physical injury of the living vessel of another’s mind and soul.
+ Desecration. The damaging or deliberate mishandling of property or a vessel which once held a mind and soul.
+ Thievery. The taking of another’s property without consent of the owner.
+ Slavery. The ownership or implied ownership of another’s mind and soul, or the vessel which contains them.
+ Smuggling. Refusal to abide by taxes in trade with foreigners; or, commercial sale or purchase of goods worth in excess of thirty thousand Radiants (still used as a means of measurement, even though we have a separate currency) without a license.
+ Treason. Betraying the trust which the state placed upon an entity.
+ Dishonoring the Empire. Acts which serve no other purpose than rampant cruelty or insanity, extending beyond reason and with no higher purpose to justify it being anything but a disgrace to the empire.
