Steel is an alloy that contains iron. It is believed that Sparta was making steel around 600BC. It is also known that at around 300BC, the Chinese were melting wrought iron and cast iron to make steel. Also, the Haya in Africa had developed a furnace that could make carbon steel at about 1800 degrees Celsius. These are just a few examples of ancients melting iron and making steel. Iron melts at 1600 degrees Celsius, thus these people groups had to have been achieving that temperature or higher. There is no reason why Altera shouldn't be able to do the same.
