We are testing the new plugins in the Exodus world at the moment. You can only build there if you are whitelisted in someones region(the new towns).

Donators can also set a home in the Exodus world.

If you have created a house, type '/ch H' for house chat.

Okay, I hate to seem like a nuisance, but I'm guessing that as long as my town has been claimed there, and I have been allowed, then I can build?
