The Accords were made by mortals and, in theory, imposed on Vyres. Though there was never any enforcement, even if for a time the mere threat of them prevented lawlessness and rampant spread of the curse, now that many of the signatory organizations have been penetrated by Vyres, the enforcement of the Accords - if it could be said they were ever enforced in the first place - has fallen through.
Now, the Accords have been revised, and backed by the financial and political influence of certain Vyres at its head. This new organization, The Red Society, includes all Vyres with jurisdiction over all Vyres and all men, so that the enforcement shall not be bogged down by the petty concerns of every principality in every corner of the world. A system of courts is in place, of all Elders in good standing, but let it be noted that all crimes are capital crimes, and fleeing from the justice of the Accords is considered an admission of guilt.
The First Law
No Vyre shall render death unto another Vyre, whether with deliberation, an accident, or negligence.
The Second Law
Progeny shall obey their sires, the hierarchy of leadership is the hierarchy of generation.
The Third Law
The curse shall not be spread, but for by the permission of their bloodline's Elder.
The Fourth Law
The Accords shall never be disavowed, nor its officials disobeyed.
The Fifth Law
No mortal shall harm a Vyre with premeditation.
The Sixth Law
A mortal under a Vyre's protection shall be treated as a Vyre under these accords.
The Seventh Law
The hunting of Vyres for their nature shall be considered the utmost illegal, barring permission from The Red Society.
