On Hollow World only people of Noble rank and higher can become a mayor and set up a town.

Becoming a mayor is a big decision, you will be responsibfle for a group of people and they will look to you for leadership. It is your responsibility to become familiar with the Towny mod and to detail a plan for expansion for your town. You can have people helping you, but in the end it is all up to you.

Towns cost a lot of money. If you don't have enough money in your town's bank to pay the daily upkeep, you lose your town and through this a lot of money. Think about what you are doing when creating a town, be smart about it.

Plots

As a mayor you need to understand how the towny pattern works. Towny divides the world in 16*16 plots, going all the way from bedrock to sky. These plots were set when towny was first installed, overlapping directly with world chunks. You have to follow this pattern when creating your town, because you expand your town plot by plot.



This is what one plot looks like. The stone depicts the edge of the plot, not the border. This means the stone is inside the plot, on the edge. The stone is still a part of the plot.

As you can see connecting plots have a double border of stone. As I mentioned before, the stone depicts the edge of the plot, not the border. Plots don't have a single block border running between them, they are directly adjacent to each other. This is important to keep in mind, so you don't lose track of the grid within your town.

Let's start.

Let's make our town. Stand anywhere you want to start your town and type:

/town new [name]



The plot you are currently standing in then becomes the homeplot of your town. This doesn't mean that a 16*16 area around you becomes yours, this means the 16*16 plot you are standing in becomes yours, no matter where you stand, even if it is right at the edge. The grid pattern has already been laid out by towny over the entire map, you just claim one plot out of it.

Now that we claimed our plot, it is time to plan out the edges of our starting plot. This is done quite easily by walking out of your plot. You keep walking until you hit the edge, where it will say ~wilderness. This means you have entered the wilderness and you are now outside your town. Walk back slowly until it says you are back in your town. Try to walk in and out of your town to find the exact edge of our town plot. Put down a block at the edge of your town, not in the wilderness.



Do this on all sides and then connect the blocks together to make a square 16*16 plot.

Now that we have our home plot planned out we should check out our town status. You can do this by typing:

/town.

This will show you information about the town. Notice how it says Town Size 1/4. You are allowed 4 town plots per resident. A smart mayor sells 1-2 town plots to a player, and uses the rest for public buildings. We currently have only 1 town plot, our home plot.

Let's start expanding! First we need to put money into the town bank before we can start claiming plots. Claiming a plot will cost you 20,000 silver. Put money into your bank by typing:

/town deposit [amount]

To claim a plot, simply walk up to a location directly adjacent to your home plot and type:

/town claim



You can place down the grid the same way as before. If you do it right you should end up with a double border as shown in the picture. Notice how the new plot is aligned with your home plot. The entire world is planned out like this. All your future expansions will take place in this manner, plot by plot. This may seem to encourage building square towns, but it does not. You can claim in any shape you feel like and you are not obliged to make every resident fill in their entire plot.

Now that you have claimed a plot, you can look at the towny map by typing /towny map. It will show you where you home plot is, what plot you are currently standing in, your claimed plots and even the direction you are currently facing. You can leave the map on by typing /resident set mode map. However be aware that this will spam your chat every time you walk to a new plot. You can turn it off with:

/resident set mode reset.

Now let's talk about adding residents to your town. You can simply add a resident by typing:

/resident add [name]

Every resident will give your town the ability to expand 2 plots.

To manage your town there are 2 options you can choose. You could distribute your plots amongst residents. These plots then become their private plots. Noone but they themselves can build on it, and the owner of that plot can personally change the setting for his plot. This does mean you use the towny grid pattern to lay out your town.

You could also choose to not sell out private plots. You do this simply by claiming town plots as a mayor, and then leaving them public. Outsiders still cannot build or destroy inside, but all your residents can build anywhere they want. You then assign areas that your residents can build on. This allows for more freedom and creativity in your town.

To distribute private plots in your town you can set individual plots up for sale. Residents can then claim a plot in your town where only they can build. You can set a plot up for sale by typing:

/plot forsale

You can set the price of a plot (the price residents pay when they claim the plot) by typing:

/town set plotprice [amount]

A resident can claim a plot by typing:

/plot claim

You can also add an assistant (co-mayor). This person will has access to all the commands a mayor has.

/town assistant add [name]

Taxes

In order to pay for town upkeep and town expansion, a mayor can set up taxes. There are two different types of taxes: town tax and plottax. Town tax is a general tax that is taken from all residents. Plottax is a tax per plot. Both can be set to 0. Town taxes also has the option to be set to a % based system.

To set up a tax:
/town set taxes [amount]
/town set plottax [amount]
To toggle between flat and percentage tax (this is only for general tax):
/town toggle taxpercent

There is no upkeep. The daily upkeep is 0.
