Kaiser Albion von Godfrey has appointed Harald, a prominent and proud Valerean, as Graf of Valerius to oversee the prosperity of the city and its people under the Kaiserreich. Graf Harald announces his mandates to secure the city from domestic threats and ensure the people's elation. Firstly, all citizen unsatisfied by the Kaiser's rule may peacefully and properly emigrate from the city under the protection of the Kaiser himself. The dissatisfied may be given time to collect their things and afterwards will be escorted to the Kaiserreich's borders by imperial soldiers to ensure their safety from bandits. Those wishing to emigrate will only have a fortnight to prepare themselves for the departure. Secondly; any known dissidents, insurrectionists, collaborators with the insurgents, heretics, persons with history of insurrection or treason, veterans of the Theodosius' defunct legion, and any prominent nobles or family members of House Herenni shall be detained for further questioning. Lastly, those who've supported the Kaiser and his liberation of the city shall be rewarded with grants. Those who have done wrong will be punished. Justice and order is key to the Kaiserreich. Any and all citizens will be left alone and their prosperity is guaranteed if they do not incite instability or insurrection. If you do not interfere with our matters, we shall not interfere with yours.
