A: If a nation doesn't want to evacuate, it'll end up alone in the rapidly shrinking Republic of Hollow World, since the only nations left there have been inactive for several weeks. The Republic also cannot have new members because only Dark Auras knows the password, and he's left the server.
B: Alts are allowed, but they can't take part in RP or be members of the World Assembly, because 1) it's not fair for one person to dominate the game and 2) NationStates' own rules state that having dummy nations or alternates as World Assembly members is bannable.
