Managing regions is super simple. Your region has a memberlist you can add players to and it has a series of 'flags' you can change.

Members and Owners
You can add/remove players from your town by typing:

/region addmember <regionname> <playername>

Members of your region will be able to build inside it, while those who are not can't.

You can add an extra owner to your region to allow this person to also add members to your region and setting flags by typing:

/region addowner <regionname> <playername>

Flags
You can change different types of flags within your region. A flag governs whether a certain function is enabled or not. These can be things like building, mob spawning, or use of TNT.

The easiest way to learn how to set flags is to simply look at the command list.
