We now have a PvP toggle. PvP rules still apply: You are not allowed to kill someone who does not want to fight you, not may you attack someone who has not declared war on you or in any other way showed hostile intent. Even if your two towns are at war, you may not just randomly slaughter a person.

Use /pvp off and /pvp on to toggle your PvP status.

No in the wilds you may still kill, but the toggle also works in the wilds.
