HW kinda has a TF2 group for tournaments, leagues and cups. However it's very inactive now due to my inactivity back then. If you're interested you can take over and get things started up again.

Steam validates the files, and then says the servers are too busy, every time..

You should contact Steam Support, first of all. I had the same issue with L4D2. In the end I just reinstalled because the Support guys wanted me to copy the entire Steam folder and its many gigabytes for some reason.
