I hope this has been a successful venture for your town. When Golden_Peak attempted to create a market it failed miserably, although I'd argue that our attempt was pretty epic. This is the what we came up with. Chest shop space is purchasable as well. We didn't have NPCs, but I was wondering if you had a similar setup.

What can I say? I guess that I'm just an opportunist. And just for the record ->Golden_Peak Market Island (since April, 2012). People should know where they need to shop. Your place and mine both.
