How about, you don't need permission to kill a character. They already always come back instantly at the sisterhood. Not permanent death, just adds a bit more consequence for everyone.

But if they come back the same it isn't really a consequence, more of a minor inconvenience which wont dissuade anyone from breaking away.

As to the conversation at hand, I believe punishments are out of the question. Perhaps maybe some form of reward or small advantage that can be gained ingame by being highly ranked on the organisations "leaderboard"
