Can't send money to and alt

I'm having trouble sending rads over to my alt account. The problem is according to the game it says the account I'm trying to send them to doesn't exist. Any ideas why this is?

Really? I could have sworn I've sent rads to folks who were offline at the time. :/

I'm pretty sure you used to be able to, but you can't now. Tested it out and nada.
