fishing not working for me for some reason

Hello,
I am an non whitelisted player following the quest line. I am on the fishing quest but cannot cast the line.
Any help would be greatly appreciated.

just a FYI , I just tested fishing on a new world / local creative game and it worked.

Unwhitelisted players cannot interact with items in the world, and this includes fishing. If you wish to continue farther in that questline, you'll have to make a whitelist application.

We do not generally provide support for unwhitelisted players.
