Letter to the Silver Council~

To the members of the Silver Council,

I would like to found an organisation with your permission, to act as the guards of the traditional capital of the North. In partnership with Rex of House Lonmar, I have sought after and gained the support of the Ranger's Guild and am in alliance with the Guardians to see the goal of an orderly, peaceful city fulfilled. A building large enough to fit the organisation is already being rented out to Rex, and all we require is the allowance to see our goal fulfilled. And, of course, use of the courthouse if you may be so generous.

Response from a courier of the council:

1) The backing behind the organization is good enough that it stands a good chance at succeeding, though potential members are untried.

2) The Silver Council is willing to give the organization a conditional mandate to help enforce peace in the city. It will be explained in more details below.

3) If the organization does well, the Council will start to support it more, first by reducing and then eliminating it's rent, and then possibly granting it a stipend based upon it's success.

4) If the organization is ineffectual, the Council will still graciously allow them to try, but will likely support them less.

5) If the organization becomes corrupt or abuses their mandate, it will be revoked and they will not have the support of the council in keeping the peace and would be treated as vigilantes in all respects. Strong inspection of potential members is thus encouraged.

6) Finally, the courthouse is free to use for all citizens in good standing with the Council. For Civil cases a time should be booked in advance to allow for proper publication and enforcement of results. [And to let people attend/create an event](Criminal trials would provisionally follow the same format but as yet there has been no demand from them. Depending on how this org goes we could create/re-create/populate a criminal justice system in the city again.)


The Mandate: Provisionally speaking the organization would have the same ability to function as the Silver Guard, who are using fairly standard modern police practices.

Arrests require evidence in advance or red-handed actions to be occuring. Guards try and break up fights and continue acting against people who pursue them further. Search warrants are needed to go into legally owned dwellings of another. Guards do not collect taxes or bribes, etc.

The Chevaliers are no longer permitted to perform trials or administer justice- Only arrests, and recording of crimes.
These abilities will be revoked for an undetermined period of time. The Silver Council will henceforth handle all instances of decision.
