The jungle seems alight with a warm glow, befitting of such a hot land. The lights trail deep inside the jungle, snaking through the ancient trees. Though by just looking at the landscape, one can't help feeling as if the jungle itself is staring back...
Welp, this is a colony. It can easily be divided into three easy bits.
Jungle. Due to its accessibility, this is currently the most populated/built-up bit of Riseport. It's also the most dangerous, being the most exposed to the elements, the animals, the disease - lots of nasty stuff associated with an equivalent to a (slightly hotter) Amazonian rainforest. Homes here are readily available, and its perhaps a tad more socialist/communist leaning, as the proprietor of the establishment expects everyone to be able to work together to survive the 'very damp hell on earth' climate.
Rises. These are the mountains, and as of yet only one of them is colonized. This is the heart of the infrastructure of the city. Where the high society are expected to live (and those who can't survive the heat of the jungle), the city's initial fallback plan if it is besieged by a superior force, and lots of other fun stuff.
Underground. The least developed aspect of the city. The colony's main storehouses, densest infrastructure, and most well-protected secrets are meant to be kept here. As well as serving as the last line of defense in the event of a superior force attacking.
Anyone is accepted into the ranks, so long as I think they're a good RPer, and it makes sense.
There's some other stuff that may inhibit or provoke your character into taking a look at the place, though.
Currently, it should be fairly easy to figure out from an IC standpoint that Riseport exports very exotic goods. Fancy woods ranging from the densest ironwood to the most beautiful rosewood; delicious passion fruits, stunning minerals; deadly poisons, intoxicating extracts; placid sloths, ferocious jaguars.
It is deliberately emphasized that it is a city of adventure. There are ruins scattered around the jungle, some explored and some not, and the majority of the jungle is completely undocumented ICly. Little and less maps, and just you forget about recorded data about all of the kinds of plants, animals, and bugs that live in it.
Extreme lawlessness. The proprietor himself is not exactly a wholesome individual from a morality standpoint, and his only firm stance on violence is that he only cares if people who aren't formal citizens attack formal citizens. In that case, repercussions can be quite assured.
A policy not unlike modern national service. Everyone who wishes to be counted on as a formal citizen of Riseport has to undergo mandatory evaluation of their combat ability, and if it isn't up to slack, training.
Holy explicit language, batman, this place is dangerous. Everything from malaria-carrying flies (kept away from the city itself thank to cheap incense), to pretty toads, to just tripping off of some of the paths could kill you here.
