[Declaration] Compendium Neutrality

Compendium is a city of enlightenment and neutrality, and as a result it neither condones nor condemns actions of which it is not a party. In light of the recent escalations among and between Houses, Compendium hereby declares itself neutral in any potentially ensuing conflict.

Compendium also offers its facilities, particularly the Council's Garden, as an established setting for negotiations. Scholars of the Vale are available to provide non-binding mediation, opinions about historical parallels and legal precedents, and knowledge of skills relevant in war and peace.

Curious individuals might find texts of relative importance to political causes within the halls of the Archive. Compendium's facilities remain open to all, and use of the facilities by one faction and not the other should not be construed as selectively providing aid. Compendium offers to all the equal opportunity to use its facilities and resources.

Let it be known that bloodshed is not permitted in Compendium. Facilitators of conflict in Compendium shall be banished from the Inner Vale.
