New plugin and Exodus open for building.

Barry has worked very hard to write a new plugin for us that is to replacement towny and regios. Regios turned out to be a bit too difficult to work with and it had quite a number of bugs.

This new plugin will function much like towny, but it is integrated into our nobility plugin and we will be able to add anything we need to it.

A number of towns have been moved over to the new map, and new towns be started now. Over time we will keep on moving towns that need be moved over, or parts of them.
