OOC: If one has studied the Holy Roman Empire, this would not be a foreign concept. Basically, with the deaths of Peter, combined with the rise of power and stability that emanate from Kaltstaat, Henri is left in a tenuous situation. He can either directly support the new boy Kaiser, whom has shown no interest in either him or Thorne, or he can greatly destabilize the balance of power that previously existed by joining under Kane and Kaltstaat. This is, of course, a breach of pride to Henri, and would still be upsetting to him given the amount of lands that has been confiscated from him by his fellow Anhalders. As such, Henri is taking the most neutral and self-serving of routes: To declare Thorne a Free Imperial City, under Anhald. Neither within Reichstaat or Kaltstaat.

However, if he were to be approached and broached regarding the subject by those in authority, he may be able to be swayed.
