In case the public announcement is IC:
Actually its not - that way his char can't claim that the summons never reached his as the public announcement robs him of pretty much every excuse.
Moreover, he can't claim Cap's char just punished him for not coming without summoning him first, in case he doesn't go.

So its actually rather clever.
