There's plenty of other organisations that players are a part of, and starting one you need the dedication and loyalty to keep it active and motivated. What would this order do? Since theft isn't allowed they wouldn't have anything to do. There is already an active thieves Guild that has worked hard on their group, how they work and their jobs, so they can have some RP stuff to do.
