Well technically, it's a Phantom, a guardian of a special tower that would only attack those with bad intentions. In Spirit Tracks, it was possessed by evil demons to prevent Link and Zelda from ascending these special towers. You see, Princess Zelda's body was taken and will soon be possessed by an evil dark lord who is trapped behind the Spirit Tracks, which act like ties that keep the evil demon sealed away inside the Earth so he couldn't escape and release his terror upon the land. So one if his two-hatted demon servants took Zelda's body and he plans to use that because his body was killed but his soul still lives and you need to need to collect three tears of light without getting seen by the Phantoms that are possessed by evil demons and then you can strike them with your tear-encrusted sword and they will freeze (which is strange considering they're Tears of Light) for long enough for Zelda's spirit to possess them...
