Im not a mayor so i dont know,but has towny just made it near impossible,or very expensive to make town walls?wont you have to buy plots surrounding the whole town?

There's on real need for town walls, most medieval towns didn't have them unless they were rich anyway and many only had wooden temporary towns which technically you could still make using dirt/logs as they can be placed in the wilderness - best to check with an admin first though as most wilderness builds are meant to be temporary.

Building walls early on simply restricts the size of town really as you'll have to move them constantly as the town expands, we all like the idea of being protected by walls but is it really necessary on all towns? probably not.

looks good though. Also lets you build a huge gate which always looks good. Take storm for example.

You could do it like Warstrom and Raven's Nest, they don't use the towny plots themselves but they just tell people where to build. This makes for a much prettier towns and allows much more creative space. A wall is also something you do later on when your town becomes a bit larger, so there is more leeway to claim plots around the entire town to build a wall.

Towns like Warstrom and Raven's Nest don't use towny plots, but it costs SO MUCH MORE if you don't plan using them. I'm currently drawing up plans for a reincarnated NewHaven. We used 11x15 and 15x15 house plots using the towny grid system last time, but we're not doing that this time around. And it'll be costing us a ton more. The approximate cost of the new, freebuilding NewHaven will be 530,000 silver while the old, grid-using one was in the range of like 280,000 silver

Don't build walls.

Seriously don't. It is a waste of time to do and you limit yourself. Only build the walls once you have the town itself finished, they should be last on your list.
