Written in the presence of the Imperator, these writings are to define criminal acts and laws across the entirety of the lands of the empire.

PREFACE

These laws apply to all territories under the Empire of Cor Votum, and wherein laws shall conflict with those of regional lords, these laws shall take precedence.

All crimes located herein are to be enforced by all guards and soldiers serving the Imperator, the nobility of the Realm, or their delegated authorities.

Each who is accused of violating these laws are to be informed of their charge and brought before a court under the authority of the crown to be tried accordingly and sentence issued should they be found guilty of any of their charges.


LAWS OF THE STATE

| High Treason
The act of High Treason is defined as taking up arms, whether direct or indirect, against the empire. Any found guilty of this crime is to be put to death or exiled from the Kingdom, at the discretion of the court and according to the severity of the accused's act. If exiled, the accused shall be stripped of all titles and property within the Kingdom's lands.
| Treason Against the State
The act of Treason Against the State is defined as taking up arms, whether direct or indirect, against the Imperator and his subjects as a group. Any found guilty of this crime is to be put to death or exiled from the empire, at the discretion of the court and according to the severity of the accused's act. If exiled, the accused shall be stripped of all titles and property within imperial lands.​
| Sedition
The act of Sedition is defined as encouraging others, foreign or domestic, to overthrow the Imperator or other officials of the empire. Any found guilty of this crime is to face at minimum a fine of ten thousand radiants, with imprisonment imposed against egregious offenses, possible execution or enslavement is at the discretion of the judging party.​
| Desertion
The act of desertion is defined as abandoning the position given by the state to serve for the empire without the permission of the armed forces. Those guilty of desertion are at risk of punishments ranging from docked payment to execution depending on severity. Punishments are at the discretion of the appropriate courts​


LAWS OF THE PERSON


| Murder
The act of Murder is defined as the killing of another without lawful authority within the empire. Any found guilty of this crime are to be put to death or imprisoned at the discretion of the court and according to the severity of the accused's act.​
| Injury
The act of Injury is defined as the injuring of another without lawful authority within the empire. Any found guilty of this crime are to be fined no less than four thousand radiants, with imprisonment at the discretion of the court and according to the severity of the accused's act.​
| Slander
The act of Slander is defined as the act of knowingly stating falsehoods about another that are damaging to their character. Any found guilty of this crime are to be fined no less than two thousand radiants.​
| Slavery
The act of slavery is legally permitted within the lands of Cor Votum, so long as the owner holds the proper licensing alongside treating and accommodating their slaves adequately, they may utilize mortal labor. Failure to provide licensing will lead to a fine of five thousand radiants, alongside any applicable charges that may be given for slave mistreatment.​
| Kidnapping
The act of Kidnapping is defined as forcefully capturing another against their will without lawful authority backing them. Any found guilty of this crime are to be fined no less than eight thousand radiants, with imprisonment or enslavement at the discretion of the court and according to the severity of the accused's act.​
| Extortion
The act of Extortion is defined as using force or threats to obtain something from another without lawful authority from the empire. Any found guilty of this crime are to return any items obtained, or, if destroyed, the cost of such items, as well as pay no less than a fine of a thousand radiants.​
| Tax Exemption
Certain groups are exempt from taxation within the lands of the empire, any individuals pertaining to these groups are exempt from any form of taxation with the exception of sales tax. The groups given this exemption are the following.​
  • Greylings.
  • Vyres.
| Tax Evasion
The act of Tax Evasion is the deliberate means to avoid paying the taxes due to the Imperator and his subjects. Those found guilty of tax evasion may have punishments ranging from a 10,000 radiant fine to property confiscation and possible execution.​
| Prison Break
The act of prison break is defined as escaping or attempting to escape from one's ordered imprisonment or enslavement by the empire. Any found guilty of this crime are to be returned to their imprisonment with an additional five year added to their sentence.​
| Evasion
The act of Evasion is defined as avoiding arrest by a guard or otherwise delegated authority of the empire, or refusing to appear when summoned to court. Any found guilty of this crime are to be automatically found guilty of the act they’re accused of, and be fined no less than two thousand radiants.​
| Perjury
The act of Perjury is defined as knowingly lying under a sworn oath, such as before a Court or to the Lords of the Realm. Any found guilty of this crime are to be fined no less than five hundred radiants, with a higher fine accordingly for more wealthy individuals to ensure proportionate punishment.​
| Exhumation
All cadavers from the moment of the person’s death within the empire belong to the Church of the Wight. The act of Exhumation is defined as retrieving the corpse of another from its resting place, without consent of the lawful authority within the empire. Any found guilty of this crime are to be fined no less than four thousand radiants, with imprisonment and enslavement at the discretion of the court and according to the severity of the accused's act.​
| Faith
All religions are allowed within the lands of the empire, however certain groups of faith are to heed a monthly tax of 500 radiants in regards to their faith and are to generally be restricted to mostly private worship. This is considered a form of reparations for the general persecution of Skraag worship. Public worship of restricted entities can be allowed with expressive permission from a Regina or Rex. Failure to follow this law can lead to punishments ranging from fines of 5000 radiants to confiscation of religious items and destruction of shrines or temples. The following groups are subject to this law.​
  • Grey Lady
  • Ignis
  • Nightstar
  • Valiant
  • Theodra

LAWS OF PROPERTY

| Theft
The act of theft is defined as an individual taking property they do not lawfully own, and without the consent of the owner. Any found guilty of this crime are to return the item stolen, or, if damaged, the cost thereof, plus a fine of no less than five hundred radiants.​
| Damage
The act of damage is defined as the damaging of another's property without lawful authority within the empire. Any found guilty of this crime are to be fined the cost of damages, as well as a tenth of the cost as a fine.​
| Banditry
The act of Banditry is defined as intercepting, threatening, or robbing trade caravans, stealing from bank stores or other storehouses within the empire. Any found guilty of this crime are to be fined no less than six thousand radiants, with imprisonment and possibly execution at the discretion of the court and according to the severity of the accused's act.​
| Arson
The act of Arson is defined as the burning of another's property without lawful authority within the empire. Any found guilty of this crime are to be fined three times the cost of damages, with imprisonment at the discretion of the court and according to the severity of the accused's act.​
| Prohibition
The act of Prohibition is defined as having a banned substance or material that is deemed illegal for an individual to have without the proper titles or permission from the state. Any found guilty of this crime are to have the restricted items confiscated and be fined 6,000 radiants. Below are the listed illegal materials and substances.​
  • Gold
  • Silver

OBLIGATIONS
Whilst within the various vassals and kingdoms of Cor Votum, citizens have various obligations to their Imperator in exchange for the order given.


| Taxation
All citizens unless otherwise specified are obligated to pay taxes to the empire, with them paying for approximately 3% of the total sum value of any property they own and their profits from their professional occupation. Property includes but is not limited to homes, animals, slaves, etc.​
| Conscription
All citizens of the empire by the age of 14 are required to serve at minimum 2 years of service with a minimum starting pay of 50 radiants per week. After the service is complete the citizen may opt to have a discharge from the army or continue to serve. In times of war, citizens at any time may be recalled to service until the empire decides to discharge them once more. Payment from the military is exempt from taxation.​
| Relinquishing The Dead
All citizens of the empire are obligated to turn in any deceased mortal to the proper authorities, all deceased mortals are considered officially to be property of the empire and are to be shipped to the Sorrows.​


PRIVILEGES
With the various obligations a citizen has, they also have various privileges to work with in exchange.
| Protection
The citizenry of the empire are subject to protection from the military and its many assets and are to expect such protection from threats both foreign and internal.​
| Religious Freedom
Any religion is allowed within the lands of Cor Votum, regardless of whether the ideology contradicts the motives of the empire.​
| Property
Any citizen may buy and purchase their own property, whether it be land, animals, people and so on. They still must follow laws accordingly.​
