Following several days of negotiation throughout the region, a proclamation is made, distributed alongside the Charter below.

In the wake of the calamities of the region, the uncertainties of Altera as a whole, and in the hopes of producing a more prosperous
and serene life for all those in the region, several holdings surrounding the City of Eldpoint, including Verdant Valley, Eisenheim,
Keg's Hearth, and the Temple of Knowledge have seen it fit to unite under one banner in common cause.

This new union, joined in partnership with the Scholars of Candlewood, is governed by a Charter signed by all the lords of this
new realm.

A bright future lay ahead, and we will all succeed in achieving it.

| The State
UNIFICATION
1. Upon the adoption of this Charter, the lands of Eldpoint, the Moonstone Isle, Forthyr’s Rock, Keg’s Hearth, Eisenheim, Verdant Valley, the lands of the southern Blue Forests, as well as the lands held by the Scholars of Candlewood, shall unify into a singular Kingdom, to be known as Aethel Deira (hereafter ‘The Kingdom’)
SOVEREIGN TO RULE
2. The Kingdom shall be ruled by a Sovereign, entrusted at the time of signing with the ruling family of Eldpoint and her lands, the House Altham.
SUCCESSION OF THE SOVEREIGN
3. Upon the death or abdication of the Sovereign, it shall transfer to the next in line according to a policy of absolute primogeniture; should the family line perish in its totality, it shall fall to the next closest living relative of the Sovereign, including by marriage or adoption.

EXPANDING OR SHRINKING THE KINGDOM
4. The Sovereign may, at their will, approve of the accession of any number of new holdings into the Kingdom, or release current holdings of their obligations and permit their departure from the Kingdom without conflict.

PASSAGE OF LAWS
5. The Sovereign shall hold the right to enact, amend, and dismiss laws regarding the realm as a whole, and the ruler of each of the member states shall have the right to make laws themselves, applying to their own holdings, so long as they do not conflict with that of the Kingdom as a whole.

ESTABLISHMENT OF THE SILVER COUNCIL
6. There shall be a Silver Council established, a successor to the Silver Council of Eldpoint and the Silver Council of Arget before, comprising of the Chancellor of the Realm, should the Sovereign see it fit to appoint one, the ruler (or a representative thereof) of each state or holding within the Kingdom, the head of the realm’s armies and the head of the realm’s navies, as well as the Court Magi.
SILVER COUNCIL'S RIGHT TO ADVISE
7. The passage of new laws shall be done only after the summoning of the Council for counsel, and new laws shall be declared in their presence, without any reservation.
a. Should, in times of great strife or crisis, laws be required urgently, they may be enacted without the summoning of the Council, though are to be sent to each member after enactment.
APPOINTMENT OF A REGENCY
8. Should the Council believe, due to physical or mental incapacitation, acts of violence or cruelty against the citizens of the state, or other debilitating act, that the Sovereign is no longer fit to govern, they shall have the right, with an absolute majority of the entire Council, to appoint a Regent to govern on the Sovereign’s behalf for so long as it is required.
a. Should the Sovereign die or abdicate under a regency, that regency shall end with the ascension of the new Sovereign.
AMENDING THE CHARTER
9. The provisions of this Charter shall not be amended without the consent of an absolute majority of the Silver Council and that of the Sovereign.
| The Guarantees
THE FIRST GUARANTEE
10. Each has the guarantee to their life and against unduly cruel punishment or hardship, including a guarantee against having their life bought or sold by another.
THE SECOND GUARANTEE
11. Each has the guarantee to know of all the laws of the land clearly, and face a trial should they be accused of violating the laws of the land.
THE THIRD GUARANTEE
12. Each has the guarantee to be persecuted only on the basis of their actions and not their beliefs, including a freedom to hold faith in any divine, entity, being, or otherwise, so far as that belief does not lead them to bring harm against another, subject to the next guarantee.
THE FOURTH GUARANTEE
13. Each shall have the guarantee to free public worship, sermon and acts of faith, with the exception of those followers of Jishrim and Skraag, whose worship shall be confined to their own homes.

THE FIFTH GUARANTEE
14. Each shall have the guarantee to not to face undue hardship on the basis of their race, with no lord of the land having the right to restrict one’s movement, employ, or lifestyle on this basis alone.
