Royal Decree

By the orders of her royal Highness, Queen Leminth of Arduin, first of her name, Queen of Altera, Supreme Justicar, Commander in Chief and Demonslayer, the following decree is to be put immediately in action:
All citizen are granted the right to arrest criminals on sight and to escort the arrestants to the Courthouse. Arriving there they can be turned over to a member of the Silvercloaks.
Criminals are defined as sentient beings that were witnessed attempting to violate or violating the Royal Law as well as subjects wanted by the the Crown.
Furthermore, this right is to regarded as a privilege. Purposeful fraud or misuse of this privilege will result in severe penalties.

Your belief that this decree will change any of our behaviours is astounding. We have no respect for authority so the words; 'you're under arrest' hold no sway.
I also foresee this being royally (geddit?) abused.
