1 - Citizen's Arrest
2 - Arrest by the enforcement officers of Port Silver, the Chevaliers
3 - Arrest via private mercenaries
4 - Calling someone out on a crime and obliging them by honor to attend trial to clear their good name.

Of particular note - The Council of Port Silver can only, and does only, prosecute crimes committed in the Neutral/NPC territories, and has no jurisdiction or enforcement protocols for private land, though such individuals may request leave to borrow the courthouse for a trial, after a suitable deposit.
