The Solivu Council, the largest body of the Hasim Government, and internally referred to as The Council of State, or simply the Council, is a meritocraticly elected council of individuals that run the state of the Solivu's largest holding: New Soolera. It manages the legislative, executive, and judicial aspects of the New Sooleran city-state.

The Council of State is closely tied to the ideas of an oligarchic ano-meritocracy (oligarchy, anocracy, meritocracy) . It is composed of several sections of different councilors, led by the Solivu house leader as the Head Councilor. These positions are outlined in the New Sooleran Provisional Charter of PC 2307, with responsibilities and functions, as follows:

Council Organizational Structure
Section 1 - Head Councilor
1.1 The Head Council is a permanent position on the Council of State, held by the ruling house protectorate.​
1.2 The Head Council serves as the presiding officer of the Council of State and holds the power to call meetings of the Council at their discretion.​
1.3 The Head Council has the power to veto any proposal put forward by the Council of State, but must justify their reasoning for doing so.​
1.3.1 This veto may be overruled by a 90% majority of the general body of the Council of State​
1.4 The Head Council has the power to appoint members to committees and sub-committees of the Council of State.​
1.5 The Head Council is responsible for ensuring that the Council of State is operating efficiently and effectively, and for resolving any conflicts that may arise within the Council.​
1.6 The Head Council is accountable to the ruling house protectorate, and may be removed from their position at any time at the discretion of the ruling house.​
1.7 In the event of the Head Council's absence or inability to perform their duties, the ruling house protectorate may appoint a temporary replacement, usually the Vice Council.​
1.8 The Head Council must remain neutral and impartial in their decision-making, and prioritize the interests of the New Sooleran state.​


Section 2 - Vice Council
2.1 The Vice Council is composed of two members, the Senior-Vice Councilor and Co-Vice Councilor, each serving a term of three years, and is responsible for assisting the Head Council in fulfilling their duties.​
2.2 The members of the Vice Council are elected through a democratic process by the Council members.​
2.3 The Vice Council shall have the following duties and responsibilities:​
2.3.1 To act as a liaison between the Head Council, the general body Council, and the various committees and sub-committees of the Council.​
2.3.2 To assist the Head Council in the performance of their duties.​
2.3.3 To act as the presiding officer of the Council in the absence of the Head Council.​
2.3.4 To perform such other duties and functions as may be assigned to them by the Council.​
2.4 The Vice Council may, with the approval of the Head Council, appoint such assistants as may be necessary to assist them in the performance of their duties.​
2.5 The Vice Council shall meet regularly to conduct its business, and shall keep a record of its proceedings. The Vice Council shall report to the Head Council on the work done by them from time to time within reason.​
2.6 The Vice Councilor with higher seniority is given the title of Senior-Vice Councilor.​
2.7 In the event of a vacancy in the Vice Council, the Council shall elect a replacement to serve until the next regular election.​


Section 3 - State Council
3.1 The State Council is responsible for managing the foreign and domestic affairs of the state.​
3.2 It is comprised of council members appointed by the Head Council and Vice Council, as well as any other members deemed necessary for the fulfillment of its duties.​
3.3 The State Council shall hold regular meetings at the discretion of its members, and may also be called to meet by the Head Council or Vice Council if they deem it necessary. The purpose of these meetings shall be to discuss and make decisions regarding any issues pertaining to the foreign or domestic affairs of the state.​
3.4 The duties and responsibilities of the State Council shall include, but are not limited to:​
3.4.1 Advising the Head Council and Vice Council on foreign policy matters​
3.4.2 Negotiating and signing treaties and agreements with foreign nations​
3.4.3 Representing the state in all foreign affairs​
3.4.4 Monitoring the activities of foreign powers within the state's borders​
3.4.5 Advising the Head Council and Vice Council on matters related to the state's economy, trade, and commerce​
3.4.6 Developing policies and regulations related to immigration, emigration, and naturalization​
3.4.7 Coordinating with other councils and committees as necessary to fulfill its duties​
3.5 The State Council shall have the authority to make decisions and recommendations related to its duties and responsibilities, and shall present these decisions and recommendations to the Head Council and Vice Council for approval.​
3.6 The State Council shall also be accountable to the Council of State and shall provide regular reports on its activities and decisions. Members of the State Council shall adhere to the same ethical standards and code of conduct as all other council members.​
3.7 The State Council shall be responsible for appointing a Secretary General, with the approval of a Vice Councilor, to manage general body meetings schedules in the Council of State.​

Section 4 - Security Council
4.1 The Security Council of the New Sooleran government is responsible for the protection and defense of the state and its citizens.​
4.2 This council is allotted a total of five seats and is responsible for handling all matters related to defense, security, protection of goods, and territorial claims.​
4.3 The Security Council is tasked with creating and implementing strategies for the defense and security of the state, including, but not limited to:​
4.3.1 The protection of the state and its citizens from internal and external threats.​
4.3.2 Overseeing the military, naval and security forces.​
4.3.3 Developing and maintaining the state's defense capabilities.​
4.3.4 Monitoring and managing the state's territorial claims.​
4.3.5 Ensure that all foreign claims within New Sooleran territory are disputed, denounced, and if necessary, defended.​
4.3.6 Protect the state's borders and ensure that all trade and commerce passing through the state are legitimate and lawful.​
4.3.7 Managing the protection of goods, including those that are exported or imported.​
4.3.8 Ensuring that all goods entering and leaving the state are inspected and meet all necessary regulations.​
4.3.9 Prevent the smuggling of goods and any other illegal activities that may threaten the state's security.​
4.4 The Security Council is led by the Head Council and a Vice Council, who oversee the council's operations and activities.​
4.5 Members of the Security Council are appointed by the ruling house protectorate and must meet specific qualifications.​
4.6 The Security Council are subject to strict oversight and accountability measures to ensure that they fulfill their responsibilities.​


Section 5 - Religious and Cultural Council
5.1 The Religious and Cultural Council is responsible for the maintenance and regulation of religious practices and institutions within the state of New Soolera.​
5.2 This council is allotted three seats, and is tasked with overseeing the affairs of the state religion, Jaxism, as well as other religious sects and practices that may exist within the city.​
5.3 The Religious and Cultural Council is responsible for upholding the cultural heritage and traditions of the Sooleran people, as it relates to their religious beliefs and practices.​
5.4 The council is tasked with ensuring that religious institutions operate within the bounds of the law and are not used to incite violence or hatred towards other sects or groups within the city.​
5.5 Members of the Religious and Cultural Council must possess a deep understanding of Jaxism and other religions, as well as the ability to engage in meaningful dialogue with representatives of these religions, and a deep understanding of the Soolera. They must be able to mediate conflicts between religious sects and work towards peaceful resolutions.​
5.6 The Religious and Cultural Council is accountable to the State Council, and must provide regular reports on their activities and decisions.​
5.6 The Religious and Cultural Council is subject to strict oversight by the state judiciary to ensure that they fulfill their responsibilities.​
5.7 The Religious and Cultural Council may establish sub-committees and working groups as needed to address specific issues or concerns related to their responsibilities without special permission, in particular when such realms of relgious or cultural knowledge fall out of the purview of the councils ability.​
5.7.1 Sub-committees and working groups must report to the main council and adhere to the same standards of conduct and ethics.​


Section 6 - Economic-Trade Council
6.1 The Economic Trade Council is responsible for managing all economic and trade-related matters in New Soolera.​
6.2 The council is composed of council members who have expertise in economics, business management, and trade relations.​
6.3 The council is allotted five seats.​
6.4 The Economic Trade Council is responsible for the following tasks, including, but not limited to:​
6.4.1 Regulating all trade activities within New Soolera. This includes the formulation of trade policies, the establishment of trade agreements with foreign countries, and the management of import and export tariffs.​
6.4.2 Supporting local businesses in New Soolera. This includes the provision of loans, grants, and other financial support to help businesses thrive.​
6.4.3 Creating long-term economic development plans for New Soolera. This includes identifying key industries and areas for growth and development, as well as establishing strategies to attract investment and foster entrepreneurship.​
6.4.4 Overseeing customs, which is responsible for the collection of duties and taxes on imported goods.​
6.4.5 Mediation in trade disputes between local businesses and foreign entities.​
6.4.6 Overseeing all banking activities within New Soolera, including the regulation and supervision of banks and financial institutions operating within the city. This includes ensuring compilance with all relevant financial regulations and laws, as well as protecting the interests of consumers and investors​
6.5 The Economic Trade Council meets on a regular basis to discuss trade-related issues and to make decisions on policy matters. All meetings are open to the public, except for issues that are deemed confidential.​
6.6 The Economic Trade Council is accountable to the State Council and is required to provide regular reports on its activities and decisions. Any complaints against council members can be brought to the attention of the Head Council for investigation.​
6.7 The Economic Trade Council may establish committees or sub-committees to address specific issues or to provide additional support for its operations without special permission.​
6.8 The Economic Trade Council may hire staff and support services as needed to carry out its functions without special permission. These may include economists, trade experts, and administrative staff.​


Section 7 - Engineer and Civil Council
7.1 The Engineer and Civil Council is responsible for the management, construction, and maintenance of all infrastructure within the borders of New Soolera. This includes buildings, roads, bridges, water supply systems, sewerage systems, and other public works.​
7.2 Members of the Council are required to possess expertise in engineering, architecture, construction, and other relevant fields.​
7.3 The Engineer and Civil Council is allotted three seats.​
7.4 The responsibilities of the Engineer and Civil Council include but are not limited to:​
7.4.1 Developing and maintaining a long-term infrastructure plan for New Soolera.​
7.4.2 Managing all construction and maintenance projects within the city.​
7.4.3 Ensuring the safety and stability of all infrastructure in the city.​
7.4.4 Managing and overseeing all public works projects.​
7.4.5 Advising the Council of State on matters related to infrastructure and public works.​
7.4.6 Developing and enforcing building codes and zoning regulations to ensure that all construction within the city is safe, sustainable, and in compliance with relevant regulations.​
7.4.7 Working with other Councils and departments to ensure that infrastructure projects are integrated into the city's overall development plan.​
7.5 The Engineer and Civil Council is expected to be supported by a team of staff members who provide administrative and technical support, and may hire staff and support services as needed to carry out its functions without special permission. This includes engineers, architects, project managers, and other professionals who are responsible for implementing the Council's plans and carrying out its projects.​


Section 8 - Sub-Councils
The following provisions in this section outline sub-councils, and are internally responsible for setting their own outlines. Individuals in these sub-councils are subordinate to the councilors they report to.

8.1 Council of Health: Responsible for overseeing all healthcare institutions in the city. It ensures that all professionals are qualified, that hospitals and clinics meet certain standards of care, and that public health initiatives are implemented effectively.​
8.1.1 The Council of Health directly reports to the State Council, and Engineer and Civil Council
8.2 Council of Districts: Responsible for managing and zoning the various districts, including residential, industrial, mining, agricultural, and others, within New Soolera. It ensures that each district has access to necessary resources, that development is equitable, and that residents are safe and secure.​
8.2.1 The Council of Districts directly reports to the Religious and Cultural Council, and Engineer and Civil Council
8.3 Council of the Judiciary: Responsible for overseeing the legal system in New Soolera in district courts. It ensures that all citizens receive fair and impartial trials, that laws are enforced, and that justice is served. It operates under the protection of the Hasim protectorate and its security council.​
8.3.1 The Council of the Judiciary directly reports to the Security Council
8.4 Council of Academia, Science and Technology: This council would be responsible for overseeing all aspects of education within the city. It would be responsible for developing and implementing curriculums, setting standards for educational institutions, and ensuring access to quality education. This council would also be responsible for promoting and supporting scientific research and technological innovation within the city. It would work to attract talent in the fields of science and technology, provide resources for research and development, and promote research in different fields of study.​
8.4.1 The Council of Academia, Science and Technology directly reports to the Religious and Cultural Council, and Engineer and Civil Council
8.5 Council of the Arts: This council would be responsible for promoting and supporting the arts within the city. It would work to provide resources and opportunities for artists and musicians, organize cultural events and festivals, and promote the city's arts scene to the outside world.​
8.5.1 The Council of the Arts directly reports to the Religious and Cultural Council
8.6 Council of Wildlife Preservation and Environmental Development: This council would be responsible for protecting and preserving the natural environment within and around the city. It would work to promote sustainable practices, protect natural habitats and resources, and ensure that the city's growth and development is done in an environmentally responsible manner.​
8.6.1 Council of Wildlife Preservation and Environmental Development directly reports to the Religious and Cultural Council, and Engineer and Civil Council
8.7 Council of Social Services: This council would be responsible for providing support and assistance to vulnerable members of the community, such as the elderly, disabled, and homeless. It would work to provide social services such as healthcare, housing, and food assistance, and to ensure that all citizens have access to basic necessities.​
8.7.1 Council of Social Services directly reports recommendations to the general body Council of State

Oversights, Elections and Qualifications of the Council

Section 1 - Time for election on seats of council
1.1 The time for selection on the council of state shall be at the discretion of the ruling house at the time that the council is within session, and in the right condition to conduct business as it relates to the state.

1.2 The council of state shall convene at least once a year for the purpose of electing or updating council seats and officials.

1.3 The council shall be notified of the upcoming election at least three months in advance (IC), during which time eligible candidates may submit their applications for consideration.

1.4 The election shall take place by secret ballot, with each council member having one vote.

1.5 The candidates who receive the most votes shall be elected to the available council seats.

1.6 In the event that no candidate receives a majority of votes for a particular seat, a run-off election shall be held between the two candidates with the most votes.

1.7 Should no council seat or official be elected in the allotted time as seen by the council, it is upon the Head Council to decide how to fill these positions as they see fit.

1.8 The term of a council member shall be two years, after which time they may be re-elected for an additional term.

1.9 The council may also elect officials to serve in appointed roles within the government, whose terms may be for a shorter duration as determined by the council.

1.10 The ruling house shall have the authority to dissolve the council of state at any time, and call for new elections when deemed necessary for the good of the state, and make discretionary appointments to seats as necessary.


Section 2 - Council Member Qualifications
2.1 To be eligible for a seat on the Council of State, an individual must be at least a denizen or citizen of New Soolera and hold no ties to foreign governments, states, or other political powers.

2.2 All council members must be at least 20 years of age, and must have lived within New Soolera for at least a (IC) year prior to their appointment or election.

2.3 All council members must have a comprehensive understanding of the customs, laws, and culture of New Soolera, and be able to demonstrate a commitment to upholding and enforcing these values.

2.4 Council members must possess relevant skills and expertise that are useful to the functioning of the council and its respective branches. These may include but are not limited to, experience in business, trade, law, finance, infrastructure development, healthcare, and education.

2.5 All council members must be of good standing within the community and have no criminal record or any history of misconduct that may jeopardize the safety and wellbeing of the state.

2.6 Council members must pledge their loyalty to the Hasim government and its protectorate, and be willing to serve the state with the utmost integrity and commitment.


Section 3 - Council Member Responsibilities
3.1 The council members must attend all council meetings and actively participate in the discussion and decision-making process.

3.2 The council members must be knowledgeable about the areas they represent and must be able to provide accurate information and advice to other council members.

3.3 The council members must represent the interests of their constituents and strive to ensure that their needs are met by the council's decisions.

3.4 The council members must uphold the laws and regulations of New Soolera and set a good example for their constituents.

3.5 The council members must work collaboratively with other council members, city officials, and community groups to ensure that the city's goals are met.

3.6 The council members must maintain the confidentiality of sensitive information discussed in council meetings and respect the privacy of their colleagues.

3.7 The council members must maintain regular communication with their constituents and keep them informed of council decisions and upcoming issues.

3.8 The council members must be accessible to their constituents and responsive to their concerns and inquiries.

3.9 The council members must declare any conflicts of interest and recuse themselves from discussions or decisions that could result in personal gain.

3.10 The council members must act ethically and with integrity, always putting the interests of the community and the city first.


Section 4 - Council Member Ethics and Conduct
4.1 Council Members are expected to uphold the highest ethical and moral standards in the discharge of their duties.

4.2 Council Members shall avoid all conflicts of interest, both real and perceived, and shall not use their position to advance their personal interests.

4.3 Council Members shall not accept any gifts, favors, or other forms of compensation from individuals or organizations that may influence their decision-making.

4.4 Council Members shall respect the confidentiality of sensitive information discussed in council meetings, and shall not use such information for personal gain or to harm others.

4.5 Council Members shall treat all citizens and fellow council members with respect, regardless of their background, beliefs, or opinions.

4.6 Council Members shall act with impartiality and fairness in all council matters, and shall base their decisions on the merits of each case, rather than personal biases or prejudices.

4.7 Council Members shall be diligent in their attendance at council meetings and other official events, and shall notify the Head Council in advance if they are unable to attend.

4.8 Council Members shall participate constructively in council deliberations, and shall not disrupt the proceedings or engage in personal attacks or insults towards other members.

4.9 Council Members shall refrain from engaging in any behavior that may bring the council or the government into disrepute, and shall act at all times in a manner befitting of their position as public servants.

4.10 Council Members shall be subject to disciplinary action, up to and including removal from office, if found to have violated the code of ethics and conduct for council members.


Section 5 - Council Meetings and Proceedings
5.1 The council shall hold meetings at regular intervals, as determined by the head council or their appointed representative, and may also hold special meetings as deemed necessary.

5.2 All council members are required to attend council meetings unless excused by the head council or their appointed representative.

5.3 Council meetings shall be conducted according to established procedure, with the head council or their appointed representative serving as the presiding officer.

5.4 Council members shall be provided with written notice of all regular and special meetings, including the time, date, and location of the meeting, and the agenda for the meeting.

5.5 The agenda for each meeting shall be prepared by the head council or their appointed representative, in consultation with the other council members, and shall include all items for discussion or action.

5.6 The minutes of each council meeting shall be recorded and distributed to all council members, and made available to the public upon request.

5.7 Council members shall conduct themselves in a professional and respectful manner during council meetings, and shall refrain from engaging in personal attacks or disruptive behavior.

5.8 Any council member who violates the established rules of conduct or parliamentary procedure may be subject to disciplinary action, up to and including removal from the council.


Section 6 - Council Oversight and Accountability
6.1 The council of state is accountable to the people of New Soolera and the ruling house.

6.2 The council must keep accurate records of its proceedings and decisions, which must be made available to the public upon request.

6.3 The council must conduct its affairs in an open and transparent manner, and must not engage in any activity that is contrary to the public interest or that would bring the council into disrepute.

6.4 The council must ensure that all decisions and actions are lawful, ethical, and in the best interests of the people of New Soolera.

6.5 The council may be subject to oversight by the ruling house and other governmental bodies as deemed necessary.

6.6 Any council member found to be engaged in unethical or illegal activities shall be subject to removal from the council and potential legal action.

6.7 Any council member found to be in violation of the council's code of ethics or conduct shall be subject to disciplinary action, which may include reprimand, suspension, or removal from the council.

6.8 The council shall establish an independent oversight committee to monitor its activities and investigate any allegations of wrongdoing or impropriety.

6.9 The oversight committee shall have the power to subpoena witnesses and documents, conduct investigations, and make recommendations to the council for corrective action.

6.10 The council shall fully cooperate with the oversight committee and shall provide all necessary resources and access to information for its investigations.


Section 7 - Council Vacancies and Resignations
7.1 In the event that a council member resigns or is unable to fulfill their duties, a vacancy shall be created. It is the responsibility of the council to appoint a replacement to the vacant position as soon as possible, ensuring that the qualifications and requirements for council membership are met.

7.2 If a council member is unable to perform their duties for an extended period of time, the council may choose to temporarily replace them until they are able to return to their duties. The temporary replacement must meet the qualifications and requirements for council membership.

7.3 Council members are encouraged to provide notice of their resignation as soon as possible to allow for a smooth transition. The council shall establish a protocol for the resignation process.

7.4 If the head council position becomes vacant, the remaining council members shall convene and appoint a replacement from amongst themselves. The new head council shall hold the position until the next election cycle, at which point a new head council will be elected.

7.5 It is the responsibility of council members to uphold the integrity of their position, and to act in the best interest of the state and its denizens. Any council member found to be in violation of their responsibilities, or engaging in unethical or inappropriate conduct, shall be subject to disciplinary action, up to and including removal from their position on the council.


Section 8 - Council Committees and Sub-Committees
8.1 The council may establish committees or sub-committees as deemed necessary to carry out its functions and responsibilities.

8.2 Committees or sub-committees shall be composed of council members, and may include members of the public who possess relevant expertise or experience.

8.3 A commission shall consist of the most capable and competent individuals in the government of New Soolera, as determined by their past performance and demonstrated abilities.

8.4 The scope of authority of each committee or sub-committee shall be defined by the council at the time of establishment.

8.4.1 A commission may have the power and duty to select and appoint public servants, ensure that public services are being delivered effectively and efficiently, and ensure that public servants are performing their duties to the highest standards.

8.5 The council shall appoint a chairperson for each committee or sub-committee, who shall be responsible for setting the agenda, presiding over meetings, and reporting back to the council on committee/sub-committee activities.

8.6 Meetings of committees or sub-committees shall be open to the public, unless the committee or sub-committee decides that a closed session is necessary to discuss confidential information.

8.7 The council shall provide necessary resources to support the work of committees or sub-committees, including staff support, funding, and other resources as deemed appropriate.

8.8 The council shall establish procedures for the creation, operation, and dissolution of committees and sub-committees.

8.9 The council shall regularly review the activities of committees and sub-committees to ensure that they are fulfilling their designated responsibilities and meeting established goals.


Section 9 - Council Staff and Support Services
9.1 The Council of State may employ a staff and support services to aid in its duties, subject to the approval of the ruling House and available funds. The staff and support services may include but not limited to:
9.1.1 Secretary-General: The State Council may appoint a Secretary-General to assist in managing and organizing its affairs. The Secretary-General shall have the authority to supervise the administrative staff and shall report directly to the Council of State.​
9.1.2 Administrative Staff: The Council of State may hire administrative staff to perform various duties such as scheduling, correspondence, and record-keeping.​
9.1.3 Legal Counsel: The Council of State may employ legal counsel to advise and assist with legal matters related to the council's duties and responsibilities.​
9.1.4 Technic Support: The Council of State may engage services to aid in its various functions such as research, analysis, and reporting.​
9.1.5 Security Services: The Council of State may engage security services to ensure the safety and security of council members and staff.​
9.1.6 Other Services: The Council of State may engage other support services as necessary to fulfill its duties and responsibilities, subject to the approval of the ruling House and available funds.​

9.2 All staff and support services employed by the Council of State shall be subject to the rules, regulations, and procedures of the council, and the terms and conditions of their employment shall be set by the ruling House.

9.3 The Council of State shall have the authority to terminate the employment of any staff member or support service provider for cause or as necessary to fulfill its duties and responsibilities.


Section 10 - General voting procedures
10.1 The election procedure, and any voting procedure, for council seats or otherwise shall be conducted by the head council or those appointed to do so by the head council.

10.2 The process shall be conducted in a fair and transparent manner, allowing all eligible candidates to participate.

10.3 The eligibility requirements for voting shall be determined by the head council, and shall be communicated to all interested parties in a timely manner.

10.4 Candidates must be of sound mind and body, and must not have any disqualifying criminal convictions.

10.5 The process shall include a period of campaigning, during which voting candidates may present their qualifications and platforms to the council.

10.6 The election shall be conducted using a secret ballot system to ensure the privacy of the voters.

10.7 The head council shall appoint an independent body to oversee the election process, ensuring that it is conducted in accordance with the laws and regulations of the state.

10.8 The results of the election shall be announced publicly, and the voting issue or candidates with the highest number of votes shall be declared the winners.
10.8.1 For voting council seats, candidates shall be sworn in to their respective council seats, and shall assume their duties immediately following the announcement of the election results; unless in cases denoted in Section 1.6.​
10.8.2 For other voting issues, such issues will be immediately ratified following the conclusion of the vote.​

10.9 In the event of a tie, the head council shall have the authority to decide the winner, taking into consideration any relevant factors of the candidates or issues, as denoted in Section 1.7 of this chapter.

10.10 No voting procedure may take place for any body of voters less than 10, in which case the authority of all decisions that would be voted goes to the head council, taking into consideration any relevant factors of the candidates or issues.
