I think it's fair for an owner to delete a region if they don't want it anymore, they don't have to pass it on to someone and don't have to let the town sit forever, especially if it's causing them grief. Whoever has the perms to use the delete command does have the final say over what happens to a region.

He wrecked the region on the one day that I did what he asked.

I resolved the issue, went so far as to take cap's side and help him, wrote a 12-page essay to everybody, and Tomato's here being presumptuous, ignoring the wishes of everyone involved,

And from what it looks like, forcing the death of Peter Hallon.
