Are nakam, that have gone through battle, or wars, PTSD prone?
Their form of PTSD would be going feral, and I know that's already in the lore :p
Essentially, after immense mental trauma, they lose all cognition of personality and intelligent conciousness, essentially becoming feral creatures. This does not mean that all feral Nakam are violent, however, they still retain the underlying personality any living creature contains, and some people may make nice giant housepets. Though most will rip your face off.
This effect can last from hours, to years, all depending on the situation intensity, the amount of treatment a Nakat receives, and the Nakat's mental strength to begin with.
Though, when I say "immense mental trauma", I mean that going feral is lies in replacement of the highest symptoms of PTSD, meaning it takes a situation that deals out immense mental trauma to begin with.
Now, don't think just poking at a Nakat with a sword will make them drop their sword in favor of their teeth, trained warriors are, of course, trained to operate under such immense stress, and even common Nakam would take nothing short of witnessing the extremely gruesome death of a loved one to innitiate the Feral process.

So, in short, it's hard to get a Nakat to go feral, but once they do, you've a very angry, very versatile, very deadly six-foot tall feline standing right in front of you. And if you corner an animal, it's most likely going to attack.

But even after that, the lingering of effects of PTSD can remain, yes.
Stress, flashbacks, and the like. Intense fear of something that would remind them of the situation.
It also doesn't help that some rehabilitated feral Nakam never fully regain their mental ability, the worst affected become mentally retarded, while the least affected are simply left with mild headaches.

Er, I'll just reply to this as a comment, but I know i'm going to rant on enough to need to put it in >_>

*ahem*

As of the moment, the slavery trade is a bit of an issue surrounding Verbali. Most transactions never happen in the open, and the ones that do are often left alone by guards who witness the event.
So long as money flows into the city, the means by which it did rarely matter.
Exporting of slaves is not illegal within those parts, however, they've banned all trade of able-bodied Nakam, and all importing and ownership of slaves amongst citizens. I've mentioned the prisoners they take for tresspassing about the island without a propper pass, as well as some teshvadiik the Verbali council takes prisoner, these make up most of the trade around Kavdam, though rehabilitated Nakam who've lost most of their mental ability are also often traded by family members for financial gain.
However, every Nakam traded is required to go about a screening by an officially appointed inspector, and should the Nakam being traded prove useful to the city, they will be taken from the slavers, and given jobs, housing, income, etc in the city. These "inspections" often carry out at the last minute, as approaching a trader attempting to export a Nakat without the Nakat being previously cleared with a traveling license is the easiest way to intervine within the slave trade.
Again, though, the numbers of prisoners make up slaves more than Nakam.
The citizens of Verbali aren't necessarily happy with the slave trade being around, as it exports those that could be useful to them, and the manner in which they are treated by foreign slavers is seen as inhumane. (as well as the rumors running around of people being taken in their sleep..) Because of this, it's extremely rare to find a Nakat wearing much red, as red and black are the colors worn by the slavers around Verbali. In opposition to this, the city's official colors are blue and gold, these colors have come to mean freedom and prosperity amongst the citizens of Verbali, and are worn proudly.

Natives do not deal in slavery, as even the concept of owning an animal is alien to them.
Attempts at slavery raids on native villages have proven to be exploits of extreme effort for little pay, and are often thwarted by village warriors and commoners alike.
Especially if the aggressor makes the mistake of attacking at night.

Smuggling's always an issue with port cities, but with guards being posted at the docks, and just about every other street nearly 24/7, many a smuggling operation have been cut short due to the efforts of Verbali guards. However, stow-away Nakam, illegal substances, and other such materials are found around Verbali, if one knows where to look.

"Gangs" or otherwise opposing groups of civilians are an increasingly troublesome matter appearing in Verbali, though most squabbles between groups are short lived, due to the extreme guard presence I mentioned earlier.
Though recently, military weaponry has been seen appearing in these fights around the town, such as the Storm crossbows, even though such trade amongst civilians is illegal.
So, on top of that, the council is now creating an investigative unit to serve within the government, to be sure that guards and government employees alike are not going crooked.

Natives are much more concerned with survival techniques and their own culture than the modern world of money.
So child natives would most likely be taught things of their family trade (which would greatly contribute to the village as a survival necessity.), and what cultural knowledge their parents or village neighbors had. It's also important to note that the natives are the ones who established the standardized form of writing "Ludkava", as they saw the communication between distances through non-direct means as necessary to survival. Because of such, most natives are literate in their own language, and have the capability to learn other writing formats as well.
Whereas Verbali Nakam tend to have a high standard of education when compared to the rest of the world, nearly all citizens are literate, indulge in arts of some kind, and the notion of teaching many different topics in the earlier years of childhood, only to specialize later on, has left most citizens with a moderate understanding for math, addition, subtraction, perhaps some basic multiplication (with the exception of those who deal in banking and trade, who have a more advanced understanding of mathematics, with the few astronomers above them.)
Their homeland culture is still of importance to these people, but not as a central living tool, so it's treated more like fantastical moral stories rather than religious teachings.

It's been made quite clear that the Nakam are pretty impressive pioneers of medicine, but what about their knowledge of such things for malicious use? Is this generally similarly advanced?

Weaponry and the like?
They've developed a pump-action crossbow for the soul means of combat weaponry, and do have an entire engineering initiative dedicated to developing weaponry and armor.
Thus far, they understand the concept of center mass, and the general location of arteries and vital organs.
Cannons are pointed towards the port and sea at all times, so far it seems like the only thing they've yet to develop is a molotov cocktail. ._.
But remember, the Nakam prefer precision over power. Should you be hit by a single Storm's bolt, you could easily live. It's simply the sheer amount of ammunition going down range that could be a danger >_>
As well as normal, larger bolts shot from their more powerful single action crossbows. if the user should miss your vital organs and arteries, you could easily walk away with an arrow jutting out of your shoulder.
Nakam aren't known to use blunt, crushing things such as large axes, hammers, or even longswords.
It's all about precision~

So I suppose poisons, potions and similar nasties are involved somewhere?
Well all Nakam "potions" are simply medicines derived from natural plants, never magical means.
Poison could be used at some point, though the sheer cost of importing the necessary ingredients needed to create these specialized ammunition bolts is too immense to provide such for all guards, and is instead kept for specialized units.
Natives don't use poisons, as none native to the island are known or widely available enough to be practical for weaponry.
