Initial Modified pneumonic plague symptoms include the following:

Fever
Weakness
Headaches
Nausea (Spreads the plague through expulsion of bile through vomiting)
Sneezing (Spreads the plague through expelled fluids and aerosol)

Rapidly developing pneumonia with:

Shortness of breath
Chest pain
Cough (Spreads the plague through expelled bile and aerosol)
Bloody or watery sputum (saliva and discharge from respiratory passages).
Eventual death.

Antibiotic treatment for 14 days will help protect people who have had direct, close contact with infected patients, but they must remain without a second exposure.

The mortality rate from untreated pneumonic plague approaches 100%.

the backup policemen arrive eventually, bearing gas masks to avoid contracting the bioweapon. in the immediate area, only the first policeman gets the plague, as he was the only one present. because the capital city has slightly higher technology, the citizens were more capable of receiving the emergency news bulletin, and because of that, only 50% of the civilians and visiting tourists got infected in the cloud mass, rather than 100%, tourists more than civilians.

in the nick of time, the spider robots brought from Mechanica arrive in the city, and are given orders to look for the perpetrators. they were only given a description of the attackers, as a photograph could not be taken. however, they may be able to find a photograph taken by one of the many civilians. given their advanced artificial intelligence, they'll be able to mathematically pinpoint the location the mist came from, and gather information from civilians in that vicinity. or, take advantage of Mechanica's network to track them down directly. I don't know and will have to ask Baron about that.

Housekeeper Pausina was traveling overseas. Housekeeper Miyere was attending the council meeting. Housekeeper Salei had travelled to one of the other islands. the rest caught the plague.
Grand Priestess Igna immediately contacted Housekeeper Miyere, relaying the state of emergency as it played out.*

@Baron the spiders are your creations, so I feel uncomfortable controlling their actions. how effective would they be at finding the perpetrators?

EDIT: I forgot to mention the city being placed under quarantine.

gee, I don't know WHY people would want to leave whatever foreign countries they emigrated to. I mean it's not like there's like 90 countries trying to execute Vermellans on sight!

in the wake of the Tragedy of Pedrate Square, tensions have been rising regarding Corvermell and the rest of the world.

the number of net tourists visiting the country has decreased, damaging the tourism-based economy.

Vermellans who had previously emmigrated from the country have been rushing to return, fearing for their lives.

furthermore, on December 27th, the nation was witness to a most disturbing event:

"Nicholas Condor, a prominent Arcturian activist and soapbox orator, caused quite a stir last week when he publicly called for the complete extermination of the people of Corvermell, accusing fellow citizens of being 'sub-human', 'immoral', and 'really ugly too'. His speech quickly turned violent, speaking in florid detail of how wonderful it would be to simply "purge" vermellans off the face of the earth. At this, a group of vermellan citizens had attacked him, fighting through the crowd to try to subdue him. A riot quickly started, and police intervention had to be taken to prevent any deaths. fifteen were injured in the incident, one hundred and twenty one arrested and awaiting trial to determine which side had acted in self-defense."

the incident has stirred up great controversy and hysteria, and many vermellans are afraid this will not be the end of the public rioting.
the government is currently scrambling to restore peace.
