It's obtainable only in the UK (and I assume US) demo. I believe the Asian copies get Mega Steelix instead.

So far, each elite 4 member has a pokemon in their Gen 3 team that can Mega Evolve.

Sydney:
Absol (x)
Sharpedo

Phoebe:
Sableye (x)
Banette

Glacia:
Glalie (x)

Drake:
Salamence (x)

(x) = my bet to be the one.

So it's likely (moreso in the post game) that each of them will have a Mega Evolution. Glacia's will have to be Glalie.

Smogon actually ranks Mega Beedrill as a B-level Pokemon in its OU (which is the standard, most pokemon allowed metagame) rankings.
