Now he is publicly known as admiral by those within the UAO, so Marr could today come over to Arch's estate and talk to him about where they stand.

That was literally only because he placed Elizabeth in a deadly situation. Archaeus would probably interrogate people corrupted and give the uncorrupted fair trials.
